Job Description:

Parsons is looking for a Requirements Manager with a minimum of 5+ (five plus) years of experience in the systems development lifecycle and requirements management on a rail transit project in the New York/New Jersey area.

Program background

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

What You'll Be Doing:


  • Manage the client project requirements database (Power Pro or similar) including access rights, configuration, comment responses, client attributes, etc.

  • Update and expand (as needed) client requirements management processes and procedures.

  • Responsible for assignment and tracking of contract artifacts removed or added through change notice / change order process.

  • Process quarterly contractor database submission including import, quality check and report, and exports.

  • Analyze quarterly contractor database submission to report KPIs and metrics on requirements progress.

  • Provide requirements analysis as needed to determine functional review needs, risk, etc.

  • Review coordination and verification of key Requirements Traceability Matrices, i.e., determine review scope, draft review instructions for requirement owners, ensure comments are valid prior to transmission, etc.

  • Coordinate and facilitate requirements reporting and metrics generation for all working groups (WGs).

  • Responsible for reporting comment progress metrics weekly to WG lead and management.

  • Review and provide input on all CDRLs related to systems engineering work on the CBTC project.

What Required Skills You'll Bring:


  • 5-10+ years of relevant experience in systems development lifecycle and managing requirements on a complex rail systems project

  • Ensure PDA Agreement is meeting obligations.

  • Background in process flows and ability to track requirements in standards, operations, construction.

  • Work with construction software such as Power Pro.

  • Compliance requirements. FTA and FRA requirements of systems. US DOT rail industry and standards to follow through on those programs.

  • Degree in electrical engineering, computer science, related engineering discipline subject, or comparable experience

  • Ability to multitask, prioritize work and meet deadlines

  • High level of proficiency with MS-Office tool suite - prepare presentations, reports as needed

  • Excellent verbal, written and communication skills

  • Excellent planning and task coordination skills

  • Experience working on a large, complex rail and transit project with FTA funding and requirements.

Salary Range: 

$104,200.00 - $182,400.00
