Job Description:
Parsons is looking for an amazingly talented Project Manager - Fixed Network to join our team! In this role you will be responsible for leading a team to manage the planning, design and construction, overseeing and managing various projects related to the deployment and optimization of fixed fibre networks on a large new city project for entertainment, sport and arts located just outside Riyadh. Scope includes managing all fibre connectivity of OSP and ISP activities including permits, drawings, safety, installation and testing, review the design and coordinate of installation and/or modification of new or existing fibre cables with the client’s and the subcontractors, experience in fibre cable pulling standards in all environments including the civil works required, splicing, termination and testing and of all types of fibre cables and it’s applications.
What You'll Be Doing:
- Leads planning and delivery for assets and systems as highlighted above and ensures operational consistency across the programme of work.
- Develop strategies and packaging for design and construction to enable procurement and implementation and presents proposals to gain approval for budget and to progress work.
- Prepare plans, budgets, staff forecasts and progress reports, presents to management and client for review or approval.
- Builds and manages a team including Project Managers, Design Managers, Construction Managers, Commercial Managers, Contract Administration and Project Controls, assigns tasks, sets clear goals and monitors progress.
- Prepares and implements comprehensive programme management documentation of a high standard such as Project Management Plans, Delivery Strategy, Construction Management Plan, to plan and manage all aspects of the design and construction.
- Coordinates with internal and external stakeholders, including client, government entities, consultants, contractors to ensure all stages of delivery are carried successfully, coordinated with other design and construction, and any disruption to operations or other works is minimised.
- Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
- Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
- Performs other responsibilities associated with this position as may be appropriate.
- Strong technical experience and project delivery; compliant and on budget and on time
- Design of physical security and low current systems (Access Control, CCTV, bio metrics etc.)., would be beneficiary.
What Required Skills You'll Bring:
- Engineering Degree or related discipline with minimum 15 years’ experience in large construction projects, across multi-disciplinary teams and functional teams, internal and external stakeholders.
- Health safety, sustainability, environmental and quality knowledge and leadership.
- Stakeholder coordination, including local and national government authorities, internal departments, facility operators, consultants, and contractors.
- Demonstrated leadership and management skills.
- Proven experience of working within complex design and construction environment.
- Ability to work in and lead teams.
- Ability to clearly deliver work instructions in a complex stakeholder environment and deliver objectives and targets.
- Ability to work in a matrix organization (dual reporting). Ability to interact with an influence senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.
- Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
- Strong Management skills to lead a team, manage consultants and contractors.
- Familiarity and reasonable experience utilizing industry standard tools such as Ares Prism, Oracle Primavera, Power BI, Tilos Scheduling, Advanced Microsoft Excel, Microsoft PowerPoint, ARM Risk Management, AutoCad, BIM, GIS, ACONEX, etc.
- Excellent customer facing and presentation skills.
- Ensure Heath and Safety Compliance – completing tool box talks, health and safety audits (PPE, ladder, vehicle etc.), reporting accidents, near misses and dangerous occurrences
- Ensure Environmental Compliance – safe disposal of returns of waste transfer and consignment notes and to ensure all operatives carry the waste transfer certificate
- Ability to handle multiple priorities with a structured approach, Self-motivated, proactive and enthusiastic
- Project Management certification (PMP or relevant) is required
What Desired Skills You'll Bring:
- Previous Saudi Arabian experience is preferred or MEA / International Experience.
- Advantageous to have extensive experience in management of design and implementation of fixed network and all relevant and contracting in challenging multi-partner environments.
- Very strong communication skills in English, written and spoken, knowledge of Arabic would be advantageous
