Senior Procurement Specialist - Military Veterans

Amentum seeks a qualified, solutions and results-oriented candidate to serve as a Senior Procurement Specialistin anticipation of an award. This role plays a critical role in ensuring the timely procurement of goods/materials in compliance with USAID regulations and project requirements.

This position will be considered fully remote but must be able to accommodate the Eastern US time zone an work from within the United States.

JOB DUTIES AND RESPONSIBILITIES:

  • Collaborate with program managers and stakeholders to identify procurement needs for goods/materials\, considering project timelines, budget constraints, and program requirements.
  • Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
  • Develop sourcing lists for various commodities to support the development of requests for information (RFIs), quotations (RFQs), proposals (RFPs) and invitations to bid.
  • Prepare RFQs and solicit bids from qualified suppliers, ensuring clear specifications, terms, and conditions. Evaluate supplier proposals and negotiate pricing, delivery schedules, and contractual terms to secure the best value for USAID.
  • Review solicitation responses and perform relevant analyses to include price and cost, Statement of Work compliance, delivery terms, payment terms, and other terms and conditions of the procurement.
  • Negotiate all aspects of procurements to include price, payment and delivery terms, quality requirements, and other factors with suppliers to achieve the best value procurement possible.
  • Generate Purchase Orders in final form for approval and signature.
  • Manage procurement contracts with selected suppliers, ensuring compliance with USAID regulations, contract terms, and delivery schedules. Monitor supplier performance, resolve issues, and maintain accurate procurement records.
  • Coordinate with Quality Assurance team to ensure that procured goods/materials meet USAID quality standard s, regulatory requirements, and international quality assurance protocols. Coordinate with quality control teams and conduct product inspections as needed.
  • Coordinate with Logistics team to arrange transportation, and delivery of goods/materials to project sites in accordance with program timelines and requirements.
  • Ensure compliance with USAID procurement regulations, policies, and procedures throughout the procurement process. Prepare procurement documentation, reports, and updates as required by USAID and project management.
  • Maintain open communication and collaboration with internal stakeholders, including program managers, finance teams, and technical experts, to address procurement needs and ensure alignment with project objectives.
  • Actively manage supplier performance through consistent communication to ensure proper adherence to purchase order terms and conditions.
  • Obtain and maintain a working knowledge of Federal Acquisition Regulations (FAR) as well as the USAID Acquisition Regulation (AIDAR) and other relevant standard commercial procurement practices.
  • Participate in the invoice approval process to ensure that supplier invoices are in accordance with purchase order terms and conditions and resolve issues as necessary.
  • Mentor junior procurement staff in end-to-end procurement process to include, but not limited to: supplier relationship management, negotiation, external and internal client relationship management, assisting in the provision of alternative solutions to requested items when such solution would provide a benefit to the Company (i.e. enhanced performance, cost savings, or positive schedule impact).
  • Collaborate with Procurement Manager, Quality and Logistics team, as well as senior management to actively manage source (procurement and 3PL) performance to ensure proper adherence timely performance, compliance and contract terms. Additionally, record performance issues working to identify root cause, resolve the identified issue, implement and/or improve process to ensure the risk is mitigated in the future.
  • Compose written materials of moderate to complex difficulty on procurement-related issues.
  • Perform other related duties as required.
REQUIREMENTS:

Minimum Acceptable Experience Level:
  • Must have at least 5 years of experience in global health supply chains within USAID projects and/or other international organizations working on public health related projects.
  • Working knowledge of relevant Federal Acquisition Regulations (FAR) and USAID regulations.
  • Strong negotiation, contract management, and analytical skills.
  • Must be proficient in basic office software applications (such as Word, Excel, Outlook, and Internet Explorer).
  • Ability to travel locally, regionally, and globally to attend key partner meetings, conferences and other meetings as required.
Education: Bachelor's degree in supply chain management, contracting, business, management, international development, public health, or other relevant discipline. Equivalent experience may be accepted in lieu of a degree.

Knowledge, Skills, and Abilities:
  • Strong experience executing and managing the transactions related customers and suppliers from quotations to PO issuing and follow up; pharmaceutical experience preferred; experience liaising with suppliers, clients and/or partners in analytic, strategy development and performance management activities.
  • Ability to work effectively in a multicultural environment and manage multiple priorities simultaneously.
  • Ability to plan, organize, prioritize, and perform multiple tasks to execute job functions in an orderly, efficient manner.
  • Ability to read, comprehend, and interpret written materials in English of moderate to high complexity.
  • Ability to compose written materials of moderate to high complexity on procurement-related issues in English.
  • Must act with integrity at all times when representing the Company.
  • Must exercise good judgment in safeguarding confidential or sensitive information and adhere to high standards of confidentiality and honesty.
Language Skills: Proficiency in written and oral English language.

DESIRED QUALIFICATIONS:
  • Certification from a recognized supply chain management or project management organization (e.g., Association for Supply Chain Management (ASCM), Chartered Institute of Purchasing and Supply, Project Management Institute (PMI) desirable.
  • Experience with procurement of goods/materials, or pharmaceuticals is an asset.
