Job Description

The Navy Continuous Training Environment (NCTE) program deputy director for engineering is the lead engineering execution role on the NCTE program, responsible for executing the overall technical direction of the NCTE Program as set by the director for engineering, assisting with the management of the 180+ Engineering team, and driving the delivery of technical solutions across the NCTE Engineering disciplines. Leading teams of subject matter experts in NCTE technical disciplines, including network engineering, software engineering, Information Technology engineering, systems integration engineering, cybersecurity engineering, and systems fielding, the deputy engineering director assists with the development of policy, enforces adherence to policy and technical guidance, and manages execution of NCTE technical work to meet program objectives. In addition, the deputy engineering director collaborates directly with government technical leaders to understand customer requirements and objectives, to report HII team progress, and to work to resolve issues.

Essential Job Responsibilities

As a NCTE deputy director of engineering, you will drive technical solution development to deliver enterprise value in support of the NCTE program long-term vision. Specifically:

• Make recommendations and assist NCTE Director for engineering to develop overall all HII Program NCTE Engineering technical strategy, technical policy, and technical standards
• As directed by the NCTE Director for Engineering, issue guidance to workforce to implement the technical strategy and policy across the engineering organization.
• As directed by the Director for engineering, implement and enforce adherence to all HII program policy, standards and processes across the organization.
• Manage HII NCTE Program Engineering workforce execution of day to day activities, to meet program objectives. Ensure various elements of the engineering team are working together to provide a seamless, integrated product to customers.
• In collaboration with NCTE PM and Director for engineering, Interact with program customers to understand, define, and execute customer objectives for the NCTE Program, as expressed in program tasking and funding.
• Oversee all technical work performed as part of the project; to include the successful delivery of high quality deliverables required by the contract.
• In collaboration with HII NCTE PM and Business team leads, work directly with senior government leadership across the enterprise and shape the long-term technical roadmap for the NCTE program.
• Must be a US Citizen able to maintain a US Top-Secret security clearance

Minimum Qualifications

• 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
• Bachelor's degree in Computer Science, Computer Engineering, Software Development, or related discipline
• 6+ years of experience in the industry as a Software, Systems, Infrastructure or Network Engineer
• Educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience
• A sound understanding of object-oriented design, data structures, and software design patterns
• Understanding of system architecture and experience with distributed systems in a DOD LVC Context
• Experience developing coordinated portfolio roadmaps across multiple development programs
• Strong technical communication skills that help a broad audience of senior leaders and engineers alike are able to successfully work with our program to achieve enterprise goals

Preferred Requirements

• Experience in distributed DoD modeling and simulation capabilities and architectures; DIS, HLA, TENA.
• Experience in DoD C4I systems and protocols. E.g. GCCS, Link-16, CEC
• Experience utilizing Agile methodologies and principles as well as Agile frameworks
• Experience with collaboration, development tracking, and version control systems such as Confluence, Jira, and Git
• Understanding of greater DoD training, tactics and operations or familiarity with these from the perspective of an individual Service or Agency.
• Experience with DoD Modeling and Simulation
