PRIMARY PURPOSE OF POSITION

This position has a direct impact on the company's ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels and earnings. This role is involved in the development, execution, and support of the strategic policies regularly communicating directly with Exelon key senior management and externally before state or federal governmental agencies, as appropriate.

Develop and manage Revenue Requirement functions and special projects, including retail or wholesale regulatory filings and the strategic review of alternative cost recovery regulatory mechanisms. This function assists in the planning, development, recommendation and support of the strategic policies and positions for distribution, transmission, supply or surcharge rate revenue requests internally before Exelon key senior management and externally before state or federal governmental agencies, as appropriate. This function may include the responsibility for testifying on the Company's behalf as a witness in litigated regulatory proceedings. Develop and implement the Company's strategic regulatory options beyond the traditional revenue requirements. Collaborate with internal and external stakeholders to define creative regulatory infrastructures and alternative regulatory approaches that further the Company's positions on matters encompassing strategy, policy and operations. Apply critical analytical skills as well as possessing an in-depth working knowledge of regulatory, ratemaking, accounting, financial and legal concepts unique to the utility industry, to ensure adherence to regulatory filing requirements for distribution, transmission, supply or surcharge rate proceedings, including the preparation of testimony. Manage compliance-related matters related to distribution, transmission, supply or surcharge revenue requirements.

Develop and review financial and regulatory analyses concerning regulatory filings, including capital and O&M. Lead the design and implementation of process improvements aimed at the efficiency and quality of regulatory filings. Work cross-functionally across the organization to support rate case filings, quarterly revenue reconciliations, annual informational filings, and project list filings.

Position may be required to work extended hours, including travel, as well as provide coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Manage certain regulatory filings and specific segments of larger regulatory proceedings (e.g. distribution base rate cases). Plan, coordinate and manage the implementation of aspects of the filings so as to facilitate timely cost recovery through the generation of regulated revenue. This duty includes the provision of guidance and recommendation to appropriate management and other departments in the development of filings and positions on, and responses to, related information requests. Manage related activities of the regulatory and cross-functional staff as assigned.
  • Evaluate, plan, analyze and support the strategic and tactical aspects of the Company's regulated distribution, transmission, supply or surcharge revenue requests in litigated proceedings as well as settlement efforts.
  • Manage activities of staff regarding distribution, transmission, supply or surcharge revenue requirement activities, including leading, coaching and developing staff.
  • Act as an expert witness before state and/or federal governmental agencies, as appropriate, and in litigated proceedings. Provide expert testimony and/or coordinate the preparation of testimony by other witnesses on behalf of the Company on regulatory issues.
  • Ensure Company's compliance with regulatory filing requirements of revenue and cost data for rate-related matters through continuous application of in-depth working knowledge of regulatory, ratemaking, accounting, financial and legal concepts and standards unique to the utility industry.
  • Analyze, interpret and communicate accounting and financial planning impacts due to regulatory commission rate case decisions and rulemakings regarding distribution, transmission, supply and surcharge revenue, ratemaking and cost recovery matters.
  • Participate on corporate committees and external organizations to develop improvements to regulatory and ratemaking infrastructure, comment on rulemakings and develop alternatives to existing regulatory requirements consistent with Exelon strategic and business objectives.
  • Develops responses to discovery related to the multi-year plan, including data requests related to project list updates, annual informational filings, and all other multi-year plan filings, using financial, regulatory, communication and organizational skills.


JOB SCOPE

  • This position has a direct impact on the success of Exelon's regulatory strategy.
  • Day to day supervisory responsibilities are direct, administrative, or functional in nature, and will typically involve the management of direct reports.
  • This position acts as Regulatory Department's revenue requirement expert for retail and/or wholesale electric services as well as related strategy, reporting and policy issues.
  • Work involves communicating with and influencing internal and external contacts, including contacts with senior management, numerous internal departments, customers, and regulatory organizations, which require satisfactory disposition, ability to adjust, skillfulness in selecting appropriate courses of action, and diplomacy. Cooperation, tact, excellent judgment, and persuasiveness are essential to assure a positive impact on the Company's image and/or business.
  • This position has a direct impact on the company's ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels and earnings.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in quantitative field, such as Accounting, Finance or Economics
  • 7-10 years of relevant experience in areas such as Regulatory, Accounting, Finance and Strategic Planning
  • Excellent written and oral communication skills that are essential to represent the Company internally and externally and to testify on behalf of the Company before regulatory agencies
  • Highly effective personal skills to interface with other internal departments as well as across Exelon's business units as well as state/federal commission staff and intervenors.
  • Excellent financial, analytical, technical and strategic skills to direct and manage activities related to the evaluation of financial policies, positions and outcomes
  • Knowledge of the regulatory processes for developing and prosecuting rate case and other cost recovery filings in the respective service territories
  • Knowledge of revenue requirement and regulatory cost of service concepts
  • Possession of a broad understanding of Exelon/energy delivery strategy and business practices
  • Demonstration of high-level competencies in 1) accountability, 2) collaboration, 3) continuous learning and 4) high performance in ambiguous situations.
  • In lieu of degree, 9-12 years of relevant experience.


PREFERRED QUALIFICATIONS

  • Advanced degree in Accounting, Finance, Business or Economics
  • CPA
  • Experience interacting with senior management on regulatory, accounting, financial or strategic planning issues
  • 3-5 years of supervisory experience.
