Individual is responsible for overseeing all operational aspects of the pre-award services and compliance, in collaboration with Director of SRP ensuring pre- and post- award compliance with federal and state policies and regulations. This role requires experience with NIH submissions, and the individual will be responsible for submitting proposals, including complex ones. The customer audience includes a complement of SOM units (Dean's Office, the Division of Biomedical Sciences, the Division of Clinical Sciences, Center for Healthy Communities, Student Affairs, Undergraduate Education, and Graduate Medical Education), as well as collegial collaborators, external business partners, and community-based organizations. The duties of this position include, but are not limited to: conducting comprehensive analysis of a variety of funding mechanisms and awards; overseeing pre-award initiatives; reviewing proposals to ensure institutional compliance; submitting complex proposals; assessing and resolving complex contracts and grants issues; and participating in operational planning and training activities, and collaborating on post-award aspects to ensure continuity and compliance. In order to carry out these responsibilities, advanced knowledge of relevant regulations and requirements to satisfactorily meet government and UC reporting requirements for financial activities is required. The salary range for this position is $81,500 - $150,100 annually. However, the expected pay scale for this position is up to $115,000 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Federal, state, or local government directives may impose additional requirements. Requirements: Educational Requirements Bachelor's degree in related area and/or equivalent experience/training. Required Experience Requirements 6 - 10 years of related experience. Required Minimum of 6 years experience in proposal preparation and submission process. Required Minimum of 5 years experience in budget development for proposals. Required Thorough knowledge of federal, state and local regulations and issues. Demonstrated experience in proposal development, review and submission. Familiarity with government and private submission processes and systems (i.e. Grants.gov, Fastlane). Demonstrated experience in grant proposal budget development and budget management. Working knowledge of uniform guidance. Required Certification Requirements CertificationRequirement Certified Research Administrator (CRA) certificate Or Certified PreAward Research Administrator (CPRA) Preferred Minimum Requirements Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration. Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration. Ability to manage high volume and complex transactions. Ability to perform highly complex financial analysis and customized reporting. Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Experience with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements. Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. Ability to interpret policy for others. Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Advances knowledge of effective grant funding processes, procedure and techniques. Advanced ability to create and train grant writing and other communication skills in a variety of styles to ensure securing grant funding required.
