Year-round residential housing with nominal rent is available for the selected Facilities Supervisor candidate. Residents are responsible for personal utilities costs. DEPARTMENT OVERVIEW The University of California Observatories (UCO) is a Multi-Campus Research Unit (MRU) funded via the University of California Office of the President, Office of Research and headquartered on the UC Santa Cruz campus. UCO operates on behalf of astronomers, researchers, postdoctoral scholars, graduate and undergraduate students across the UC system who are engaged in research, education and training in optical and infrared astronomy. In addition to managing the technical, physical plant and public outreach operations of the Lick Observatory on Mount Hamilton, California, UCO provides the scientific and administrative liaison to the shared Keck Observatory on Maunakea, Hawai'i and the international collaboration for the Thirty Meter Telescope (TMT) Project. UCO comprises extensive scientific and technical staff and facilities at UC Santa Cruz and Lick Observatory as well as administrative and business services. The Lick Observatory telescopes are scheduled 363 days per year, weather permitting. Additionally, Lick hosts about 30,000 members of the public via its summer programs and casual visitors. More information can be found at: https://www.lickobservatory.org/ JOB SUMMARY Under the direction of the Lick Observatory Superintendent, the Facilities Supervisor is responsible for planning and scheduling of routine and emergency maintenance at Lick Observatory, Mount Hamilton, where year-round residential housing with nominal rent is available for the selected candidate. At 4,200 feet, the site covers about 3,600 acres, and over 100,000 square feet of maintained buildings including telescope domes, shop and public buildings as well as employee residences. The incumbent also supervises the maintenance and custodial staff, plans and oversees deferred maintenance and capital facility projects, performs skilled work as required, and represents maintenance operations at meetings with Lick Observatory management. APPOINTMENT INFORMATION Budgeted Salary: $92,550 - $108,100 / Annually. Salary commensurate with skills, qualifications and experience. Hamilton. Performs daily planning and scheduling of work assignments of the general maintenance and custodial staff. Includes ordering and inspecting materials required for the job, dispatching, establishing or adjusting work priorities to meet schedules, analyzing and resolving work problems and maintaining work records and inventory. Scheduling requires balancing of priorities among scientific, residential and public spaces. Prepares staff schedule ensuring facility coverage every day of the year, including weekends and holidays. Develops lists of work to be done safely and effectively by weekend employees. Inspects work in progress and completed assignments to ensure the quality of work produced by those supervised. Inspects building, facilities and equipment on scheduled basis to determine maintenance needs. In conjunction with the Lick Observatory Superintendent, and the Associate Director of Administration, develops the deferred maintenance priority list with appropriate justification and estimates. Supervises the operation and maintenance of the Mt. Hamilton Community Water System, emergency generator, fire booster pump and the power distribution system. Receives copies of reports from Water Monitors and takes action to remedy deficiencies and / or notifies as appropriate. Ensures compliance with California Department of Health. Assists the Superintendent in developing the annual maintenance budget, deferred and special project budgets. Hires, trains, observes, conducts performance evaluations and merit reviews. Meets regularly with individual and collective staff to ensure reciprocal communication and feedback. Responsible for injury and accident reporting. Analyses and resolves problems in motivating those supervised to do their work properly and with the desired degree of efficiency. Plans for and acquires additional skills related to work responsibilities for self and employees. Schedules training and / or instructs employees in areas of special competence, such as electrical installation and maintenance, appliance repair, furnace and boiler maintenance, maintenance of control systems, automotive repair, etc. Ensures all work is completed to comply with uniform building codes as well as federal, state, local, and University standards. 35% - Skilled Work Performs journey level electrical work including: Diagnosis and repair of electrical malfunctions in motors, motor starters, pumps, compressors, boilers, water heaters, switches, relays, furnaces, air conditioning systems & chillers, low voltage control circuits, 3-phase 220 volt A.C. circuits, and any electrical apparatus on maintained buildings including telescope domes, shop and public buildings as well as employee residences. Performs basic HVAC, plumbing, and carpentry work. Maintains knowledge of uniform building codes, state and local building and electrical codes including fire, residential, mechanical and plumbing codes. 10% - Project Manager Prepares scope and specifications of work and solicits bid from contractors in accordance with university policies and procedures. Works with campus and UCO business office staff to prepare purchase orders and contracts. Inspects work to ensure compliance with contract. Serves as liaison to representatives of campus and contractors for Mt. Hamilton capital facility projects managed by campus Physical Plant. Reviews project blueprints and provides feedback to campus reps on scope and scheduling. Responsible for updating Lick Observatory Superintendent, Deputy Director, Associate Director of Administration and community on projects. 5% - Safety Programs Ensures compliance with state environmental, health and safety codes and training requirements (i.e., CAL-OSHA Title 8 and SB 198), in conjunction with the campus Environmental Health and Safety Office. Reports upon and remedies safety hazards and unsafe work practices. Remains current on applicable laws and regulations concerning products, equipment and work place safety. Works with Safety Technician to maintain staff awareness of safety issues. REQUIRED QUALIFICATIONS Bachelor's degree in related area and / or equivalent experience / training. Demonstrated Experience in managing physical plant maintenance with knowledge in most of the following areas: Structure repair and maintenance Electrical systems Heating systems Plumbing Painting and waterproofing Sewage disposal system Water supply and distribution Power equipment and tools Rolling stock maintenance Safe handling of hazardous materials Substantial experience performing journey-level electrical work. Experience in developing and working with established budgets. Experience in independently coordinating work and project schedules by determining the time and sequence of actions to be taken to optimize efficiency and minimize duplication of effort. Excellent communication skills, both written and verbal. Ability to develop written maintenance plans, reports and procedures. Ability to interact effectively with a variety of people, from the University (management, campus staff, astronomers, technical staff) and outside the University (contractors, vendors, general public). Demonstrated experience in supervising with the ability to effectively train and evaluate employees, foster a cooperative environment, motivate others, and administer necessary corrective action. Demonstrated experience in diagnosing and resolving maintenance problems such as scheduling, prioritizing, emergency repairs and vendor relations issues. Ability to remain up to date on changing safety laws and regulations concerning products, equipment and work environment and to effectively disseminate information to affected parties. Skill in using computer applications such as word processing, spreadsheet, mail, and database programs. PREFERRED QUALIFICATIONS Experience in and / or knowledge of plumbing, HVAC, and carpentry. Licensed for electrical work on switchgear and high-voltage back-up generator systems. SPECIAL CONDITIONS OF EMPLOYMENT Selected candidate will be required to pass a pre-employment criminal history background check. Must possess CPR/First Aid/AED certification or have the ability to obtain it within 60-calendar days of hire. Must possess a current forklift operator license or have the ability to obtain it within 6 months from date of hire. Must possess a valid license to drive in the state of California. Interviewees will be required to provide a current DMV record. Ability to work long periods of time at a computer with or without accommodation. Ability to perform work in a rugged physical environment and inclement weather with challenging infrastructure requirements. Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place. The selected candidate will be required to work all scheduled hours on-site. Ability to work overtime including evenings, nights, weekends and holidays to meet operational needs, and work an alternate work schedule shift as required. Selected candidate will be required to complete training within established time frames as directed including UC compliance training. Ability to work safely in areas where hazardous materials are present or stored. Ability to wear a respirator in accordance with the California Code of Regulations Title 8, 5144. Ability to wear proper safety attire (long pants, closed-toe shoes, etc.) and personal protective equipment common in a laboratory setting. Ability to read signs and follow directions on labels that are written in English as well as ability to read and understand Material Safety Data Sheet (MSDS) and the proper use of chemical compounds.
