SERVICES MANAGER (FOOD CONCESSIONS) 20-50M (RFT) - Military Veterans

Job Summary: Responsible for the supervision of direct run and concessionaire operated services departments at an Exchange and its branches. Duties and Responsibilities: Ensures that established sales and profit goals are achieved through sound management and creative promotional actions to generate optimum sales and departmental contribution goals. - Oversees and inspects all phases of direct run concessionaire and contractually operated service activities. Ensures promotional programs and events are coordinated with appropriate department and prepares documents requesting and or approving promotional requests. - Assists in analyzing financial statements management audit reports and other pertinent financial data to evaluate the degree of operational efficiency in terms of operating costs and utilization of human resources. - Assists in developing and administering operating budgets to assure adequacy of profits and maximum efficiency in the utilization of resources. - Responsible for the custody of supplies and equipment for assigned departments. Also maintains accurate records of concession equipment and supplies. - Reviews change fund analysis reports for appropriate signatures and totals amount. Where discrepancies are found reconciles same. - Interviews vendors on lines of products and merchandise. - Initiates and supervises the procurement of supplies merchandise and equipment monitors inventory levels to ensure in-stock position of merchandise and maintains custody of supplies. - Prepares and maintains source and operating records analysis reports and inventory records of operations. Analyzes operating controls and procedures and makes recommendations to assure attainment of operating goals. Also analyzes materials labor costs etc. and effects necessary economies. - Coordinates with designated contractors concessionaires to ensure compliance with established Navy Exchange policies and procedures. - Responds to patrons or concessionaires inquiries and or problems. Makes necessary adjustments and referrals. - Conducts periodic inspections of selling areas to maintain operational efficiency and adherence to safety and sanitary regulations. - Responsible for directing and supervising subordinates in assigned departments. - Works under the general supervision of the Services Manager. - Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report OGE Form 450 as required

Requirements

A total of 4 years experience consisting of the following GENERAL EXPERIENCE 3 years experience gained in administrative merchandising technical or other responsible work which enabled the applicant to gain a background in merchandising and store operational practices skill in dealing with others in person-to-person work relationships and the ability to exercise mature judgment. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE 1 year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor s degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE 1 year of experience which provided a background in Services or Retail practices procedures and merchandising such as sales promotion display of merchandise and services developing and improving operational plans and controls maintenance of inventory levels and stock controls customer service maintenance of equipment exempt or non-exempt supervisory experience and maintaining effective sanitation security and safety regulations or similar work which demonstrated the knowledge and abilities to manage a service area.

The Navy Exchange Service Command (NEXCOM) is the headquarters for the worldwide NEXCOM Enterprise and is one of 11 commands under the Commander, Naval Supply Systems Command (NAVSUP).

NEXCOM offers exciting opportunities to join a unique provider of goods and services to Navy Sailors and their families around the world.  We are a $2+B enterprise, operating over 300 Navy Exchange retail locations and 100 Navy Hospitality locations around the US and in 13 foreign countries, on nearly 100 Naval Bases globally.  Our NEX oversees the operation and management of retail stores, food services, hotels, auto shops, and other services.

NEXCOM oversees six primary business programs:

  • Navy Exchange (NEX) Retail Stores and Services
  • NEXCOM Hospitality Group
  • Uniform Program Management Office (UPMO)
  • Navy Clothing Textile and Research Facility (NCTRF)
  • Ships Stores Program
  • Telecommunications Program Office (TPO)

With the exception of the Ships Store Program, the NEXCOM Enterprise conducts its operations as a federal non-appropriated funded instrumentality. As such, the command is self-supporting with 70 percent of its profits given to Navy Morale, Welfare and Recreation (MWR) programs and the remaining 30 percent reinvested in NEX buildings and equipment.

NEXCOM is a military organization and is subject to congressional legislation as well as oversight from the Department of the Navy. NEXCOM’s parent command is the Naval Supply Systems Command (NAVSUP).

The NEXCOM Enterprise boasts over 14,000 civilian associates in a wide variety of jobs worldwide, over 40 percent of whom are military affiliated as either family members or veterans. The bulk of NEXCOM’s workforce is comprised of government non-appropriated civilians, many of whom are also military affiliated as either family members or veterans.
