Service Unit Overview:
The administration support unit supports the academic mission of the University Libraries.

Position Overview :

The University of Minnesota Libraries' Safety and Security Program Manager directs safety and security programs and related activities, ensuring compliance with government and University policies, directives and procedures; develops and directs Libraries safety and security strategy; oversees the implementation of security efforts; enhances security and creates opportunity through risk control; and trains and coordinates the security-related activities of stakeholders. The classification for the position is Campus Operations - Specialist 1 - Security/Enforcement (9731SE). This position reports to the Libraries Director of Finance and Facilities.

The University Libraries is an academic as well as service agency. As a public, land grant institution, we serve members of the University of Minnesota community from all backgrounds and cultures and we welcome researchers, students, and the general public who are not affiliated with the University of Minnesota. We are looking for an individual whose record of achievement has been enhanced by exposure to diverse groups of people or resources. The Libraries is a highly collaborative organizational structure that supports the University's teaching/learning, research, and service missions and also provides strategic leadership and academic program development in an array of areas associated with knowledge resources. The Libraries organization is distributed across 12 libraries on the Twin Cities campus, with a staff of approximately 325, including the state-funded Minitex program.

The primary functions of the position include:

Security Coordination

  • Responsible for coordination of services to ensure effective safety and security operations, policies, and procedures.
  • On-call availability to respond to security incidents and emergencies.
  • Respond to security-related incidents and emergencies, and lead incident response.
  • Establish and maintain strong collaboration and communication with University of Minnesota Police Department (UMPD), Libraries Access and Information Services (AIS), Libraries Facilities and Operations Management (FOM), and all Libraries operations zones (St. Paul campus, Minneapolis East Bank campus, Minneapolis Health Sciences district, and Minneapolis West Bank campus).
  • Leads monthly Safety and Security Advisory Board meetings with AIS managers, FOM leadership, DEI-LC board members, and U Security.
  • Coordinate response and resolution of safety and security incidents with appropriate stakeholders.
  • Communicate safety and security procedural requirements and other government, local, and University mandates with appropriate Libraries staff.
  • Create and implement change management strategies and communications plans that maximize employee understanding, adoption, and usage of security procedures.
  • Maintain records of incidents and reports out, as necessary.
  • Serve as the primary contact and communicate Libraries' needs with U Security and the University of Minnesota Police Department (UMPD).
  • Create, schedule, and facilitate ongoing security procedures and training programs for staff.
    • Coordinate creation and facilitation of the training programs to ensure all staff are up to date on current policies and procedures.
    • Revise and continuously improve security/emergency procedures and training workshops on an annual basis and as necessary to ensure staff know their responsibilities and to minimize biases.
    • Promote security awareness among all users and staff.
    • Ensure training programs incorporate principles of inclusion, racial equity, and a welcoming environment.
    • Collaborate with FOM to jointly facilitate safety and emergency procedures and training programs.

Strategic Planning, Assessing and Budget Responsibilities
  • Lead the Libraries strategic safety and security planning process.
    • Assess program risk and assist in the development of appropriate strategy.
    • Direct the analysis and interpretation of trends and regulatory changes.
    • Recommend new policies, procedures, programs, and services for continual improvement.
    • Implement and evaluate the Libraries security initiatives and programs.
    • Develop and administer the U Security budget.
    • Coordinate physical security and safety improvements with FOM.

Frontline Security Services
  • Conduct safety and closing patrols of Wilson and Walter Library spaces during gaps in U Security Coverage.
    • This includes regularly performing closing patrols on Thursdays and Fridays for Wilson and Walter Libraries, as well as Music, Andersen, and Architecture branch libraries.
  • Identify safety concerns during patrols and report them through appropriate channels.
  • Enforce library policy and procedures in ways that ensure a safe and welcoming environment for all.

Community Outreach and Engagement
  • Support a welcoming community for all Libraries user groups (community, faculty, researchers, staff, students) while enhancing community knowledge of Libraries.
  • Represent the Libraries to the public, including making presentations, participating in meetings, and conducting community outreach.
  • Build relationships and advocate for Libraries security with community and campus partners.

Perform other duties as assigned

Additional Information: This is a full-time, 12-month, annual renewable academic professional position. At a minimum, the schedule for the position is Mondays - Wednesdays (9:00 a.m. - 5:30 p.m.), Thursdays (1:45 p.m. - 10:15 p.m.), and Fridays (11:45 a.m. - 8:15 p.m.), and requires on-call availability by phone in the case of emergencies or incidents.

Qualifications (please document on your resume and cover letter)

Required:
  • BA/BS plus at least six years of experience leading and or coordinating security efforts
  • Strong communication skills including the ability to clearly communicate key messages verbally and in writing
  • Ability to develop structure, advance execution, and measure performance with various projects and environments
  • Experience working with and assisting community members and staff
  • Ability to prioritize, and effectively manage multiple assignments and duties
  • Experience conducting investigations and writing detailed reports
  • Experience assessing program risk and development of appropriate strategy


Preferred:
  • Experience working in a library
  • Experience working in a large complex organization
  • Experience handling emergency situations and communicating effectively with law enforcement
