Job Description

Mission Technologies, a division of Huntington Ingalls Industries is looking for a qualified command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR), Signals Intelligence (SIGINT), Cryptologic Subject Matter Expert to fill the role of Military Operations Analyst. The successful candidate will work as an integral part of the Navy Warfare Development Center (NWDC) N2 Information Warfare Directorate in Norfolk, VA as an adversary subject matter expert. Candidate will lead fleet staff war games and conduct senior leader briefs. The incumbent conducts qualitative research and analyses for war games, exercises, experiments and other events and studies managed by NWDC.

Essential Job Responsibilities

NWDC conducts the Fleet 360 and Strike Group 360 War Games for fleet commanders, Fleet and Carrier Strike Group staffs. War game scenarios are tailored to the commander's goals and informed by actual operations and plans that provide the context to facilitate staff planning. These war games are scalable and allow the commander to tailor staff and supporting element participation to meet game objectives.
• Lead war game development and execution using processed intelligence assessments, operational reports, and databases.
• Conducts analyses and provides recommendations about adversary military C5ISR, SIGINT, Information Operations (IO), electromagnetic Maneuver Warfare (EMW), space and weapons systems, contingency operations, military operations and tactics, force planning, and training exercises.
• Collaborates with internal and external stakeholders throughout development and execution phases supporting war games, exercises, and experiments.
• Compares, analyzes, and evaluates existing and emerging adversary doctrine and tactics.
• Possesses ability to apply extensive technical ability with a solid understanding of related disciplines.
• Creates scenario material including intelligence reporting, messaging, assessments, handbooks, primers, etc. used for operational and tactical level scenarios.

Minimum Qualifications

• 9 years relevant experience with a Bachelors in related field; 7 years relevant experience with a Masters in a related field; experience with a PhD or JD in a related field; 13 years relevant experience with a HS diploma or equivalent
• Educational requirements may be adjusted or waived for applicable work experience
• Work experience requirement may be adjusted for highly specialized knowledge or uniquely applicable experience
• Must have Top Secret security clearance with SCI eligibility
• Demonstrated understanding of adversary command and control, space, EMW, IO, operations, weapons systems, and C5ISR/SIGINT capabilities
• Must have fleet operating, planning, experimentation, and exercise experience
• Must be proficient in MS Office applications and have advanced writing skills. Candidate will draft and deliver reports for senior officers and executive civilians
• Must be able to work in a team and individual environment
• Travel may be required

Preferred Requirements

• Experience as former US Navy Cryptology/Information Warfare Officer or extensive technical expertise in C5ISR, electronic warfare, signals intelligence, satellite reconnaissance systems
• Experience working as adversary force(s) during war games or exercises
• Major COCOM staff and/or afloat experience
• Experience coordinating with other government agencies, intelligence organizations, or Maritime Intelligence Operations Center / Joint Intelligence Operations Center, combatant command, NATO
• Experience with public speaking and briefing senior leaders
• Joint Semi-Automated Forces (JSAF) and Joint Theater Level Simulation (JTLS) experience or demonstrated modeling & simulation experience
• Fundamental understanding of adversary strategic/operational/tactical doctrine and information operations TTP a plus
