Location: Gardner, MA Category: Clerical/Office Support Posted On: Tue Jul 9 2024 Job Description: General Statement of Duties: The senior accountant performs a variety of activities to support the Commonwealth of Massachusetts Accounting, Reporting, Treasury and Payroll systems. Reconciles and manages ISAs with DCAM and the Massachusetts Comptroller's Office. Reconciles and makes recommendations on funding held in state appropriations, cash flow strategies and maintains Banner fund reconciliations. Performs bank reconciliations and complex fund analysis. Will conduct reconciliations, procedural compliance research and communications with college staff and administration. The incumbent will ensure the timely and accurate reporting of cash activities in accordance with policies and procedures; maintain various accounting records and reporting schedules and conduct reconciliations to ensure compliance. Works with administration to review and support process improvements and automation. Responsibilities: Maintains Ellucian Banner interface with payroll transactions completed in state payroll system, including employee fringe benefits. Completes fund transfers in MMARS and Banner for biweekly payroll transactions. Processes personnel action requests from Human Resources, codes staff payroll transactions to the appropriate cost center in Interview Exchange system. Prepares year end payroll accrual journal voucher entries and supports year end activities related to payroll. Assists with maintenance of information in State Labor Cost Management system. Prepares Bank and MMARS appropriation reconciliations, completing transactional activity as needed. Enters State chargeback details into Ellucian Banner Finance module. Maintains, prepares and enters Capital Project details into MMARS and Ellucian Banner systems. Works with Capital Project Manager to ensure all necessary documents completed, including contracts. Assists Payroll in issuing manual payroll checks when necessary. Reconciles unclaimed property and sends to escheat as needed. Reviews and research variance in general ledger accounts using Banner system assisting Cost Center Heads with accounts payable questions. Prepares general, adjusting, and correcting journal entries. Maintains records for complex allocation charges and usage which require technical accounting skills. Ensures compliance of Cash Management policy set forth by College Policy. Works actively with other areas of the college to ensure a spirit of college-wide collaboration, collegiality, civility, and teamwork. Embraces and supports the principle that "diversity is everybody's business" through the daily performance of duties and responsibilities. Confers with agency personnel and outside agencies by telephone, in writing or in person to resolve accounting discrepancies and/or obtain statistical data and documentation for various reports and/or projects. Prepares financial statements and reports and maintains accounts and records such as lease schedules, aging reports, and recurring payment schedules. Participates in system implementation efforts, works with administration to review and support process improvements and to create modern and efficient processes. Assist in preparing, reviewing, and coordinating audit work papers and financial analysis. Serve as backup for college business office functions as needed within internal control parameters. For Complete Union Specifications Click HERE Job Requirements: Minimum Qualifications: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. Required Knowledge, Skills, and Abilities: 1. Knowledge of the principles and practices of accounting including terminology. 2. Knowledge of the methods of general report writing. 3. Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations. 4. Ability to read and interpret documents such as financial reports, accounts and ledgers. 5. Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. 6. Ability to perform mathematical calculations using formulae to solve accounting problems. 7. Ability to follow oral and written instructions. 8. Ability to gather information by examining records and documents and through questioning individuals. 9. Ability to maintain accurate records. 10. Ability to prepare genera and financial reports. 11. Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence. 12. Ability to communicate effectively in oral expression. 13. Ability to exercise sound judgment. 14. Ability to exercise discretion in handling confidential information. 15. Ability to deal tactfully with others. 16. Desired Qualifications: General Ledger experience Close attention to detail, high level of accuracy, excellent time management skills Experience with fund accounting Higher education sector experience Professional experience working in an accounting related field. Experience with Commonwealth of Massachusetts accounting systems (MMARS/CIW/HRCMS etc). Additional Information: Salary: $66,453.66-$93,931.50 An appointment made from outside the bargaining unit will be at step one unless the collective bargaining agreement dictates otherwise.
