Aircraft Marshaller/Transient Alert Specialist - Military Veterans

The Transient Alert Specialist will be based at the Baghdad Diplomatic Support Center (BDSC) in Baghdad, Iraq, and serve the Life Support Services contract in support of the State Department. The Transient Alert Specialist will be responsible for the safe and effective ground movement of aircraft including the supervision of safe start-up procedures by utilizing a motorized vehicle, electronic communications, standard hand signals, and related actions. The Transient Alert Specialist will also be responsible for operating the Airfield Sweeper and other equipment and tools as necessary to maintain airfield ramp and taxiway pavements. The Transient Alert Specialist will report to the Transient Alert Supervisor. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Ensure aircraft taxi routes are clear of other vehicles and pedestrian traffic.
  • Provide "Follow Me" services from the arrival taxiway for fixed and rotary wing aircraft. Guides incoming aircraft to designated parking area IAW ICAO procedures.
  • Collaborate with the Air Operations staff on the aircraft parking plan and ensure that aircraft are parked based on the daily flying schedule and PPR requirements.
  • Operate standard and specialized vehicles and equipment required to perform Transient Alert Services on a wide variety of U.S. Military, Coalition, and Civilian aircraft.
  • Inspect and operate Airfield Sweeper equipment and Ground Support Equipment such as electrical power supplies, engine starting units, and aircraft towing vehicles and equipment.
  • Ensure transient aircraft parking areas and vehicle and equipment areas are free of Foreign Objects (FO).
  • Secure aircraft in parking position by using appropriate wheel chocks. Positions and operates all Ground Support Equipment (GSE) for transient aircraft including ground power units both AC and DC, and Air Start carts.
  • Service aircraft in accordance with applicable instructions to include nitrogen or other consumable materials as required.
  • Operate two-way radio communications with international Air Traffic Control Tower IAW ICAO phraseology requirements.
  • Provide support for In-Flight and transient Ground Emergencies and if possible, remove disabled aircraft from the runway or taxiway using towing equipment.
  • Disseminate information to the Aerial Port agencies as required.
  • Collect aircraft movement data and maintain traffic count logs; document and maintain appropriate logs and Situation Reports.
  • Check ramp and taxiway lights for serviceability.
  • Conduct periodic FOD checks and sweeping of the BDSC Ramp and associated taxiway pavements.
  • Clean other pavement areas around the flight line facilities as required.
  • Utilize hand tools and equipment as required to remove debris.
  • Monitor and empty FOD containers located around the flight line.
  • Assist with escort or monitoring of airfield workers as required.
  • Ensure that any equipment discrepancies, damage, and malfunctions are immediately documented and reported to the supervisor and to the Airfield GSE Maintenance office.
  • Responsible for keeping sweeper equipment clean and dumping collected debris and water in designated areas.
  • Perform additional duties and projects as assigned.
REQUIREMENTS:
  • Ability to qualify for and maintain a U.S. Government Secret Security clearance or MRPT.
  • Have a passport with a minimum of 18 months validity.
  • Valid Home of Record issued driver's license and be able to pass color blindness test to obtain Flight Line Driver's License.
  • Prior experience operating a Sweeper Truck on an airfield.
  • A minimum of three (3) years' experience as an Aircraft Marshaller.
  • A minimum of three (3) years' experience in the use of Air Start and Air Conditioning Units for aircraft operations.
  • A minimum of three (3) years' experience in aircraft towing operations.
  • Working Knowledge of Level III English (Reading and Speaking).
  • Day and Night Shift work assignments required.

Education:

  • High School Diploma or Equivalent.
Certifications/Licenses:
  • Valid Home of Record issued driver's license.

DESIRED:
  • Relevant overseas experience, preferably in the Middle East, with knowledge of local culture and customs.
  • Experience working with Amentum.
  • Prior experience working with the State Department.
OTHER KNOWLEDGE, SKILLS AND ABILITIES:
  • Demonstrate ability to perform as an Aircraft Marshaller with a working knowledge of technical areas.
  • Knowledge of airfield safety procedures related to aircraft and vehicular movement, radio procedures, hand signals used to direct aircraft, capacity of taxiway surfaces, turning radius and wingspan of various common aircraft, and rules governing space between aircraft.
  • Knowledge of ICAO Annex 2, Rules of the Air.
  • Ability to coordinate and manage multiple priorities and responsibilities.
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.
  • Experience in effectively dealing with other cultures.
  • Exercise sound judgment and make decisions independently.
  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.
  • Expert computer skills, specifically in Microsoft Word and Excel.
WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and 'duck & cover' during emergencies without putting oneself or others at risk.
