Safety Manager - ARB Underground - Military Veterans

As the HSE Manager, you will be responsible for functional leadership and direct supervision of the HSE team at ARB Underground in Southern California. As the regional leader and subject matter expert in HSE, this position drives implementation and maintenance of the HSE Management System and ensures compliance with Company, client, state, and federal. This role also provides tactical HSE guidance and talent management of the HSE team and works with operational leadership to deliver continuous improvement in HSE performance. This is a full-time, permanent position, located in Lake Forest, CA. ARB Underground performs construction and maintenance services on oil and gas transmission and distribution pipelines along with water and sewer. ARB Underground is part of the Utility Segment of Primoris Service Corporation.

KEY RESPONSIBILITIES:

  • Responsible for ensuring compliance to Federal, State & local regulations and conformance to the company HSE Management System and program requirements.
  • Responsible for direct supervision of HSE staff, ensuring effective field engagement, training, development, coaching, and mentoring for talent management.
  • Analyze HSE trends and develop strategic action plans with Operations Leaders to support continuous improvement of HSE performance.
  • Serve as the main point of contact for regulators, clients, and sub-contractors concerning HSE- related issues in Southern CA.
  • Provide support in the development and distribution of HSE-related data for bid packages.
  • Support Business Development and Commercial functions in the pursuit of new projects/work through the creation of HSE documentation and attending high-level customer visits.
  • Develop and deliver HSE-related reports, presentations, and/or training internally and to clients.
  • Assists in incident investigations, HSE inspections, audits, and hazard mitigation.
  • Facilitate working groups for HSE systems improvement.
  • Participate as a member of the Utilities Segment HSE community and drive standardization across assigned region.
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in occupational health, Safety, Environmental Science, or related discipline and have 5-10 years industry relevant HSE experience.
Or
  • CHST / CUSP with 5-10 years of industry relevant HSE experience.
  • Bi-Lingual is a PLUS.
  • Detailed understanding of Federal, State, and local regulation.
  • Strong analytical skills with demonstrated problem solving ability.
  • Excellent organizational and project management skills.
  • Ability to adapt well to fast-paced environments with changing circumstances, direction, and objectives while maintaining safety standards.
  • Experience in stakeholder engagement and project management.

  • Experience developing and implementing project safety plans.
  • Experience assessing and auditing compliance with HSE Management System.
  • Experience coordinating or leading investigations and performing root cause analysis.
  • Experience with Incident Management System.
  • Experience working with Intelex, SAP, Power BI, or similar data platforms.
  • Exceptional business acumen, writing, and verbal communication.
