Deputy Director of Financial Aid and Compliance Officer POSITION DETAILS The City University of New York???s (CUNY) Office of Student Financial Assistance (OSFA) under the Enrollment Management Division, is dedicated to increasing opportunities for student access and success in higher education by supporting CUNY colleges in assisting students and their families in obtaining financial resources needed to attain a post-secondary education. CUNY is seeking a Deputy Director of Financial Aid and Compliance Officer who, reporting to the Executive Director of Financial Aid, is primarily responsible for Title IV Compliance oversight and management. The incumbent will: manage and maintain the Standard Operating Procedures of Financial Aid Administration, provide regulatory updates to internal staff and the CUNY Financial Aid community, provide direct operational support to the Executive Director, and ensure that all financial aid functions are performed efficiently, effectively, and in accordance with all State and Federal regulations. Additionally, they will provide oversight for major projects including, but not limited to: Title IV Administration, HESC Administration, Satisfactory Academic Progress, and Return to Title IV. Lastly, the Deputy Director will lead development, training, supervision, and professional development efforts. Responsibilities include but are not limited to the following: Lead ongoing CUNY Compliance updates that all major agencies (Federal, State, City) set forth with strategic and efficient management. Monitor communications from the Department of Education and professional agencies to stay abreast of current regulations, policy guidance and best practices; identify and report related impacts accordingly. Conduct internal audits to review system functionality, regulatory compliance, and consistency of regulatory applications. Write selection sets to develop student selections for troubleshooting, by running reports and queries available to ascertain the accuracy of the system data effectively. Conduct internal reviews, communicate findings, and Title IV compliant recommendations to the Executive Director and relevant points of contact. Maintain proficiency with third-party databases (NSLDS, COD, HESC, ELM Select, FSA Partners). Maintain Financial Aid manuals and training resources; develop and deliver training materials on Federal Student Aid processes, rules, and regulations to fill knowledge or compliance gaps. Make recommendations for compliance excellence, training, and efficiency. Establish and maintain partnerships with peer offices and critical stakeholders (e.g. Office of the General Counsel) to ensure legal, policy, and regulatory compliance. Review student records to ensure compliance with federal and state standards regarding satisfactory academic progress, return to Title IV, and grade point average requirements. Participate and represent the College at local, state, and national conferences; represent the Financial Aid Office on compliance panels or presentations. Implement best practices and processes to support institutional TIV eligibility. NOTE: Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office. QUALIFICATIONS Minimum: Bachelor's degree and eight years' related experience required. Preferred: The ideal candidate should demonstrate or possess: Master's degree Advanced knowledge of: Title IV, city, state, and federal financial aid regulations and programs Excellent organizational, communication, listening, and time management skills Strong interpersonal skills with the ability to work with stakeholders at all levels Demonstrated ability to make sound judgments and be sensitive to procedural issues Ability to maintain confidentiality and high levels of integrity Exceptional conflict management and persuasion skills Proficiency with data collection, data analytics, and data interpretation; ability to ensure data integrity, compliance, and internal controls across systems Resourceful, collaborative, and efficient problem solver Experienced strategic planning partner, familiar with compliance integration Proven ability to employ progressive and creative thinking with high ethical standards Ability to lead major projects involving multiple offices and divisions Well-developed analytical, and cognitive skills with a commitment to continuous improvement; maintain a working knowledge of current issues and trends Technical skills with specific a focus on PeopleSoft CUNY TITLE OVERVIEW Directs University-wide student financial assistance programs, systems and related activities to accomplish enrollment/retention goals and comply with applicable laws, regulations, and policies. Partners with campus financial aid offices and others to deliver financial aid and financial literacy programs, oversee account reconciliations, and maintain records as per requirements (FERPA, FELP, etc.) Interprets and applies relevant laws and regulations to the University's financial aid, tuition, work study and other policies and programs Oversees creation of required federal, state and institutional financial aid reports, disclosures and surveys (FISAP, IPEDS, etc.) and reconciles financial and statistical data As a compliance officer for Federal Title IV and state financial aid programs, ensures compliance and integrity of awards/disbursements Develops, implements, and audits internal controls and procedures across campuses to minimize risk exposure Supports campus and University offices in implementing and managing related PeopleSoft Campus Solutions modules and related technologies Performs related duties as assigned. CUNY TITLE Higher Education Officer FLSA Exempt COMPENSATION AND BENEFITS The salary range is $115,333 ??? $124,656, commensurate with education, credentials, and experience.
