Job Description:
Parsons is looking for an amazingly talented Quality Assurance Manager to join our team! In this role you will have overall responsibility to ensure compliance of constructed works to the specified QAQC requirements. This position provides leadership to quality professionals and the development and implementation of Quality systems, procedures, and related quality activities. Regularly interacts with senior-level representatives from a variety of functional groups, including program management, construction/engineering, commercial, project control, and other personnel.
What You'll Be Doing:
Provides Quality Systems leadership using the ISO 9001 Standard as the basis for process development and optimization, procedure development, data collection and reporting and Quality Systems training. Interfaces at senior and executive levels with regard to ISO 9000 process improvement and reengineering.
Develops and maintains Quality Policy, Processes, Procedures and related documents. Reviews Quality Manuals, documents, and implementation procedures to verify compliance with industry codes and standards, regulations and regulatory commitments.
Ensure project deliverables are completed to the correct standard at the required timing, for each trade.
Participates in Client pre-bid, bid or contract planning and preparation for quality checks.
Plans and executes required audit activities (schedules, plans, reports, finding resolutions, etc.).
Performs Audits and adequately documents Internal Quality Audits of the program, projects and manages all related follow-up activities to assure compliance with Parsons standards, contract requirements, and applicable codes, specifications and drawings, including but not limited to: Engineering, Construction, Procurement, Project Controls.
Facilitates all internal and external Quality audits and briefs management with the results and act as the focal points for responses and follow up.
Effectively documents, follows-up and closes corrective actions - both internal and external. Analyzes findings/ issues/ non-conformances identified during audits to determine program quality and identify performance trends. Analysis includes all available oversight results, both internal and external, and trending data.
Promotes safety awareness including adhering to safety rules and requirements. Participates, as needed, in safety field audits and assessments.
Ensure that quality audits are performed, and corrective actions implemented by PMCMs, contractors and their subcontractors. Participates, as needed, in quality field audits and assessments.
Manage and ensure that KPIs related to the program construction are meeting targets and apply regularly RCA to ensure corrective actions are taken when needed.
Promotes quality awareness including adhering to quality process and requirements and ensure continuous improvement requirements and means are maintained in the Program.
Reviews from a quality perspective (and approves if required) documents prepared by internal or external organizations such as quality manuals and procedures, and technical deliverables.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Bachelor degree in engineering with minimum experience 15 years technical experience, 7 years in a managerial role.
Requires management ability and knowledge of Quality Management practices, processes and current technology.
Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills. Ability to make public presentations.
PMC and some contracting experience required. Some KSA experience required.
Experience in the application of CSI project specifications.
Experience in the handing-over of a project.
Strong attention to detail.
Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
