Department: Human Resources & Strategic Talent Management Position Overview: The Human Resources/ Talent Specialist coordinates and manages the background check processes for new hires, transfers and other designated employee populations. The Specialist will work closely with Talent Acquisition staff to coordinate offer approvals and Payroll staff to coordinate the processing of contracts and other hires. This position will serve as the campus liaison in coordinating fingerprint checks, commercial checks and answering inquiries regarding the process. Why Work at UMBC? Telework: A hybrid telework schedule may be available.  Responsibilities: This position will work in the Talent Acquisition Unit of Human Resources & Strategic Talent Management and will serve as the primary for the coordination and management of background checks.   In addition, the role will assist with various talent acquisition functions. Specific responsibilities include: Coordinate commercial background checks by verifying position meets criteria, ordering checks, reviewing results, raising checks to the next level of authority for any needing further review, maintaining all documentation and record keeping. Coordinating fingerprint background check process by coordinating process of scheduling, verifying results, maintaining documentation and records, notifying needed parties of clearance, and raising cases to the next level of authority for any needed review. Develop and maintain internal procedures and policies for background checks. Maintain confidentiality of background check information in accordance with all applicable laws and regulations concerning access to and dissemination of information. Destroys records (electronic and paper) as required and directed by law and UMBC policy. Establish relationships with all campus partners to develop business processes.  Train involved parties on current and new processes. Review and approve job requisitions and offers for faculty and staff. Serves as a subject matter expert in the use of PageUp (ATS) by providing guidance, technical support and training. Provides assistance with PageUp system administration. Conducts security permission review of new hires to determine if security access needs to be deleted or changed for individuals that are currently employed or former employees of UMBC.  Builds and run reports as requested.  Required Minimum Qualifications: Bachelor's degree A minimum of two years of experience in human resources or related area. Excellent written and verbal communication and customer service skills. Must have ability to maintain strict confidentiality. Strong computer skills and attention to detail. Preferred Qualifications:  Direct experience with commercial and fingerprint check processes. Experience working within a Human Resources department in higher education or government agency. Knowledge and experience with PageUp or other Applicant Tracking System.
