Learn more about UCPath Position Summary The Benefits Supervisor will work within UCPath, reporting directly to the Benefits Administration Manager. The Benefits Supervisor receives department assignments in the form of objectives with goals and the process by which to meet goals. Administers policies that directly affect subordinate staff. Provides priority setting and work flow analysis. Exercises judgment within defined procedures and policies to determine appropriate action. The Benefits Supervisor is responsible for supervising and providing guidance to a team of benefits staff, and provides direction according to established policies and management guidance. Maintains the implementation and operational workflow of administrative practices and procedures regarding Health & Welfare. Also, the incumbent of this role serves as a subject matter expert for Health & Welfare processing, including Group Insurance Regulations compliance, policy exception handling, FML and Non-FML leaves, Payroll and HR tasks, providing expertise on complex issues and escalated cases in accordance with UC Policies and Procedures. The supervisor recommends changes to department polices, procedure and practices. identifies risks and responds accordingly. Provides priority setting and ensures proper audit controls are implemented with day-to-day activities of a section of a unit. Supervises support staff in medium to large unit; with complex and broad responsibility processing audit transactions and/or administering related policies and procedures. Key Responsibilities 50% FUNCTIONAL SUPERVISION Functions as a subject matter expert across functional areas for Health & Welfare Group Insurance Regulations, exception handling, and matters pertaining to employee/location issue resolution, and discrepancies in transactions and procedures processing. Delivers strategies to include process and quality management for new and updated policy implementations for Health & Welfare Benefits. Responsible for the resolution of highly complex and escalated benefit and payroll issues and situations related to business process and technology. Trains and instructs staff to perform assigned tasks around Health & Welfare regulations, exception handling and complex case resolution. Facilitates discussion among locations, Health & Welfare COE, HR and UCPath regarding issues and concerns with employees request for policy exception review, processing and management. Leads the development, processing, and monitoring of audit and compliance transactions for department operations and the benefits policy exception handling for Health & Welfare COE. Facilitates discussion among location, HR, Benefits, UC Office of the President, and UCPath regarding recommended changes to policy and regulations that have administration implications. Ensures the centralization and maintenance of official employee documentation/records as well as mandated document as required by Federal and state legislation. Administers new and updated benefit processes, utilizing industry best practices in order to achieve consistency, compliance and standardization. Interacts with peer supervisors and managers across UCPath, acts as an advisor to the unit to meet schedules and resolve issues. 20% TECHNICAL MANAGEMENT Maintains a high level of technical and legal knowledge within all areas of Human Resources, Benefits, and Group Insurance Regulations related to the administration and compliance of benefits. Responds to escalated policy exception inquiries from internal and external clients, resolves problems, and recommends solutions and policy changes to COE. Oversees the support to the Benefits staff including the provision of system demonstrations, advice, training and daily technical support. Performs business and systems analysis, documents requirements and provides suggestions on potential system configuration enhancements. Uses in-depth knowledge of Health & Welfare Group Insurance Regulations and benefit administration processes to communicate system needs and requirements. Responsible for data integrity within the Benefits Administration module within UCPath to improve data accuracy and reliability. Manages the requests of employee benefit enrollments, payroll and demographic data from auditors, authorized vendors, and local state/federal agencies for items such (but not limited) to Qualified Medical Child Support Orders (QMCO) , union negotiations, and financial audits. Uses sound judgment to identify which issues and risks should be escalated to leadership, governance groups, and prepares relevant documentation with data metrics 20% PROCESS IMPROVEMENT MANAGEMENT Investigates employee data integrity issues such as improper benefit enrollments during life events, Family Member Verification reports, and Evidence of Insurability processing to implement audits, process enhancements and solutions to comply with Benefit Policies. Provides oversight for the implementation of changes to PeopleSoft, impacting the Benefits Administration modules. Identification and prioritization of existing and potential issues, risks, and helps to develop strategies and controls to mitigate. Implements changes to ensure continuous process improvement, maintains measurements of effectiveness on current processes against benchmark metrics. Analyzes existing business processes to identify inefficiencies, enhance quality control standards and implement streamline processes for the implementation of existing and new group insurance regulations. 10% PEOPLE MANAGEMENT Develops and implements work schedules and appropriate assignments. Responsible for the direct supervision and guidance of professional benefits staff members who are responsible for Health & Welfare duties in the development, implementation and maintenance of Audits & Compliance operations. Manages subordinates work schedules and assignment of appropriate tasks. Determines performance, salary actions, hiring decisions and other human resources-related issues. Provides timely sharing of knowledge and updates to the team. Promotes team building, serves as a leader and provides feedback and coaching to benefit staff. Responsible for creating a work environment that is inclusive. Other duties as assigned Experience Required Qualifications Min 4 years A minimum of four (4) years of directly related experience, or the equivalent combination of education and experience. Skills and Abilities Required Qualifications Demonstrates thorough knowledge of benefits policies and procedures in large and complex institutions; general knowledge of various functional human resources area. Exercises critical judgment in defining and developing benefit polices and processes that meet business needs and are compliant to the law. Demonstrates in-depth knowledge of federal and state legislation when it comes to benefit issues. Demonstrates ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within the unit. Experience in project management, planning, execution, monitoring, and controlling. Demonstrated understanding of project management concepts, practices, and standards. Has transaction/technical knowledge of the University's HRIS information systems. Strong collaboration and teamwork skills. Demonstrated ability to lead in a collaborative environment, build consensus and promote the exchange of information among team members and across departments. Ability to identify complex problems to develop and evaluate options and implement changes to current practices and processes. Demonstrated influencing, conflict management and negotiation skills. Demonstrates ability to handle difficult or volatile situations/individuals effectively. Previous experience providing input regarding hiring, evaluating, and development of subordinates. Possesses excellent written and verbal communication skills to convey technical information in a clear and concise manner. Strong analytical, problem solving, critical thinking and organizational skills to evaluate options and implement solutions. Ability to provide high quality work utilizing highly developed and effective communication (written and verbal), project management, time management, and collaboration skills. Ability to accomplish assigned projects without compromising the integrity of UCPath and/or University of California policies and procedures. Preferred Qualifications Experience with shared service center practices and technologies. Prior supervisory experience leading and managing a team. Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification. Knowledge of UC personnel policies and procedures. Experience and proficiency in the PeopleSoft Benefits Administration module. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
