SUPERVISORY PROJECT MANAGER (FACILITY DESIGN AND CONSTRUCTION) - Military Veterans

Job Summary:

Supervises select activities and personnel within the Design and Construction Division of Code B focused on the procurement, execution, closeout, and post-project review phases of the NEXCOM Capital Improvement Program. This supervisory position involves architectural, engineering, contractual, and financial activities supporting capital project execution.

Duties and Responsibilities:

- Works under the general direction of the Director of Design and Construction (BD) with wide latitude to exercise independent judgment to perform the work described. The BD Director outlines broad overall programs and policies, sets goals and target dates, and special priorities. Incumbent works within this purview of directives and instructions promulgated by higher authority and in accordance with professional architectural and engineering principles and practices.

- Develop and/or review construction drawings, specifications, and designs to ensure they meet brand standards, principal applicable codes, and other regulatory requirements. These designs may include architectural and engineering plans, specifications, functional plans, layouts, phasing, construction documents, fixtures, furniture, and other equipment for new construction and renovation projects.

- Supervises work performed by project managers and designers to execute acquisition strategies, designs, project schedules, phasing, specifications, and cost estimates for construction, renovations, and alterations of NEXCOM retail, food/service shops, hospitality/lodging, and other supporting facilities. Review the work of subordinate project managers and designers to ensure completeness of actions, soundness of judgment exercised, adherence to substantive technical requirements, and administrative compliance with existing policies and procedures and applicable regulations. Incumbent self-performs these same functions for projects assigned.

- Ensures policies and procedures are met and project prioritization and scheduling are understood. Assigns work to staff and provides guidance, resources, and assistance in technical areas of varying degrees of complexity. Review the work of subordinate project managers and designers to ensure completeness of actions, soundness of judgment exercised, adherence to substantive technical requirements, and administrative compliance with existing policies and procedures and applicable regulations.

- Carries out a full range of personnel management responsibilities in connection with associates supervised. Assigns work to staff and provides guidance, training, resources, and assistance in technical areas of varying degrees of complexity. Supports BD Director in approving leave, resolving disciplinary problems, completing performance appraisals, cross-training associates to ensure continuity and overall effectiveness, recommending personnel and organizational changes, selecting new associates to fill vacancies, etc.

- Coordinates, evaluates and recommends cost-effective project execution options. Provides technical assistance and oversight of project acquisition and contracting methods, providing direction and consultation to internal and external command agencies on matters pertaining to non-appropriated funded projects. Respond to field inquiries and make advisory visits to develop statements of work, design concepts, functional equipment layouts, and interior design for repair, renovation, expansion, and new construction.

- Oversees project manager financial tracking, budgeting, and forecasting for the duration of each project. Provides project managers with training, resources, and instructions to ensure consistency and accuracy of project finances.

- Prepares and/or reviews reports, project packages, statements of work, financial documents, lessons learned, and other presentations related to projects and management.

- Participates in technical evaluation and source selection boards to slating and selecting qualified A/E firms and construction contractors for projects. Participates in interviewing firm representatives to determine the most skilled firm.

- Ensures proper monitoring and recording of construction progress by self, subordinates, and external agencies, providing field management support as a Contracting Officer Representative to maintain project quality and timelines—contacts concerned NEXCOM divisions to advise and coordinate any adjustments where necessary.

- Assists with prototype designs, fixture plates, and technical manuals relating to standards, criteria, and construction specifications for NEXCOM facilities.

- Utilizes standard industry drawing and project management software such as AutoCAD, Revit, Bluebeam, Microsoft Project, Primavera, and Ebuilder.

- Travels to resolve on-site problems and to perform field inspections of facilities scheduled for renovations.

- Keeps abreast of current industry/market trends by reviewing trade publications, market offerings, and seminars regarding products, execution methods, and techniques used in design, construction, and project management. Maintains liaison with commercial counterparts in retail and hospitality sectors, suppliers and contractors, professional activities, and associations.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450.

Performs other related duties as assigned.

Requirements

Requires the following:

Degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines of which at least (1) 30 semester hours were in architectural/engineering design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural/engineering principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

AND SPECIALIZED EXPERIENCE: Five years of responsible experience that demonstrated a knowledge of all architectural/engineering aspects of construction/renovation projects including coordinating and developing building design, specifications and cost estimating; or similar work which provided the knowledge and abilities to perform architectural or engineering work. Including two years of direct or indirect supervisory experience of related teams.
Qualified candidates: Must have a current Professional Engineering license or Architect Registration in any of the states.
