This is an exciting opportunity to join Michael Baker's growing Water Practice in Virginia Beach and serve as Deputy Program/Project Manager on a large, multi-faceted flood improvement program. You will not want to miss this chance to be involved with the execution of a large, complex, and long-term flood mitigation program. Michael Baker is providing overall program management, design, and construction phase services, as well as design-build advisory services. This program includes numerous infrastructure projects (e.g., tide gates, stormwater pump stations, flood barriers, storage creation, channel improvements, and other major drainage improvements) and related initiatives to mitigate flooding in a low-lying tidally influenced area. If you are enthusiastic, self-motivated, organized and possess excellent technical and communication skills, you may be the successful candidate we are seeking.

This position includes working with a long-term and well-established client on ground-breaking improvements in the Chesapeake Bay watershed and with national Water Practice leadership in numerous Michael Baker International offices across the United States. Responsibilities include a wide array of activities including overall program/project management, coordination with the client, design-build advisory services, oversight of subconsultants, design, design review/ management, team coordination including a variety of Baker disciplines, budget and schedule adherence, construction management, stakeholder involvement, and public engagement.

This position is located in Virginia Beach, Virginia with limited travel to the project sites and to other Michael Baker offices. Although there may be opportunities to work remotely, the successful candidate must be within commuting distance of the Virginia Beach office and be able to attend frequent local meetings with the client and local teaming partners.

The candidate who fills this position will be called upon to:

  • Work closely with the Program Manager and assist in overall management, coordination, and execution of the Program, individual projects, and other work including progressive design-build advisor services.
  • Manage, coordinate, and track multiple projects simultaneously to ensure overall Program continuity, standardization, and cohesiveness.
  • Produce materials and exhibits that easily relay technical or Program information to the client.
  • Attend, coordinate, prepare, and lead coordination meetings as needed for the Overall Program and individual projects with the Client, subconsultants, regulatory agencies, etc.
  • Assist with overall construction management/construction phase services.
  • Direct and manage tasks and/or other staff and sub-consultants on efficient project execution including adherence to project scopes, budgets, and schedules to ensure Baker project management and quality standards are maintained.
  • Assist in developing detailed scopes of work and associated cost estimates, staffing requirements, schedule, coordination with sub-consultants, and overall program standards.
  • Communicate with clients on project status including budget tracking and monthly invoicing activities with status reports to ensure client satisfaction as well to obtain follow-on work.
  • Assist with public engagement efforts, such as open house meetings, and development of materials to support public involvement such as presentations, brochures, and exhibits.
  • Lead, provide technical support to and/or oversee staff on projects in the areas of stormwater design and management, general civil engineering, sediment and erosion control, best management practices, compliance with state and federal environmental requirements and sustainability.
  • Provide oversight and/or peer review of engineering reports and technical memoranda, design calculations, drawings, and specifications for large-capacity stormwater pump stations, tide gates, conveyance systems, detention basins/storage facilities, public utility replacements, etc.
  • Coordinate with the state and federal regulatory agencies on regulatory requirements and permit adherence.
  • Develop and/or review report narratives, tables, exhibits, and graphics summarizing results of peer reviews, studies, or analyses for a variety of different audiences.

PROFESSIONAL REQUIREMENTS

  • Possess a minimum of a bachelor's degree with a focus on civil/ municipal /water resources and/or environmental engineering - Master's degree is a plus
  • Possess a Virginia Professional Engineering license (or be able to obtain a reciprocal Virginia P.E. license immediately)
  • Have a demonstrated history of project/program management, technical leadership, and independent success.
  • Be an energetic, motivated, organized, team player with excellent writing and verbal communication skills.
  • Have 10-15+ years of practical experience in civil engineering with a focus in stormwater and/or infrastructure improvement.
  • Experience in project/program management to include:
  • Successful contribution on technical projects within multidisciplinary teams.
  • Oversight of staff and/or subcontractors as part of managing tasks or projects to ensure adherence to schedule and budget restrictions.
  • Client coordination.
  • Design-Build and/or Progressive Design-Build experience.
  • Design of storm drain systems in coastal areas and/or areas that are tidally influenced.
  • Design/management of public utilities and other stormwater facilities.
  • Familiarity with Stormwater Quality Requirements and Management Plans.
  • Experience in the following a plus:
The approximate compensation range for this position is 115K to 171K. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
