ICITAP Case Manager/Risk and Needs Assessment in Prisons Subject Matter Expert/Instructor - Military Veterans

Amentumis the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a subject matter Experts (SME) to provide instruction at a Case Manager/Risk and Needs Assessment in Prisons to perform assessments, provide ongoing mentorship and consultation, and deliver classroom and field instruction to members of a host country on a case-by-case basis, specifically members of the host country's countering violent extremism unit (CVE) and other relevant stakeholders. The SME will be a member of a program designed for the following purpose: Building Responsive and Effective Prison Management Systems to Repatriate, Rehabilitate, Reintegrate, and Prosecute FTFs and may be known as Fly Team. This position will be deployed to countries designated by the US Department of State, Counterterrorism Bureau on a TDY basis for short-term (1-6 weeks at a time) employment, as ICITAP's training schedule may require. The SME may be required to perform their duties various locations to be determined, with support from ICITAP in-country program staff. The ICITAP Fly Team program may require subject matter experts in any of the following disciplines:

  • Knowledge of the objectives, principles and practices of penology and trends in the correctional field:
  • Knowledge of the various Risk and Needs Assessment tools and how to employ them;
  • Knowledge of the host nation prisons regulations and institutional directives;
  • Knowledge of the host nation policies of parole and probation and the court system;
  • Knowledge of the educational, vocational and therapeutic programs within the correctional system and in the community;
  • Skill in preparing summaries of complex information;
  • Ability to organize, coordinate and supervise the work of Correctional Case Management Supervisors and lower-level Correctional Case Management Specialists;
  • Ability to analyze data and draw logical conclusions;
  • Ability to explain institutional decisions to inmates, inmates' families and others;
  • Ability to understand the basis for recommendations and make determinations in classification matters;
  • Ability to establish and maintain a professional working relationship with other man-agers and with administrative officials.

Candidates for these positions may be qualified in one or more of the disciplines listed above. Additional areas of expertise may be required as the program develops.

JOB DUTIES AND RESPONSIBILITIES:
  • Assessments as needed
  • Provide expert instruction in disciplines outlined above, principally in classroom settings but also in field settings as may be appropriate.
  • Deliver ICITAP prepared lesson plans or prepare new lesson plans based upon subject matter expertise.
  • Employ 'case studies' as necessary to illustrate teaching points.
  • Conduct instruction in English, potentially using interpreters.
  • Ensure that all instructional equipment and materials are received at remote sites and in good condition and forwarded to the next training site.
  • Coordinate with ICITAP program staff to ensure smooth training delivery.
  • Responsible for all aspects of course and classroom management, that all training modules are delivered, ensuring exam integrity, awarding of completion certificates, and other details that may become necessary to ensure a successful training experience.
  • Provide written post-training reports as requested, in a format to be specified by ICITAP program management.
  • Plans, coordinates, supervises and evaluates the work of Correctional Case Management Supervisors;
  • Trains Correctional Case Management Supervisors;
  • Reviews reports and recommendations of Correctional Case Management Specialist staff;
  • Conducts unit staff meetings to keep the staff informed of changes to regulations and programs;
  • Reviews and drafts institutional directives on inmate classification to ensure compliance with the prison regulations;
  • Makes recommendations to the prison staff about proposed departmental policy and procedural changes;
  • Counsels staff on the violation of rules and regulations and makes recommendations for disciplinary action;
  • Responds to questions from inmates, inmates' families, attorneys, law enforcement agencies and others about custody status decisions and about institutional policies and regulations;
  • Serves on institutional and division task forces and committees;
  • May investigate inmate complaints against the case management unit and prepare a response for the prison leadership.
  • May conduct adjustment hearings to determine the guilt or innocence of inmates who have been charged with violating institutional directives.
