Job Description

HII Mission Technologies Division's Fighters, Advanced Aircraft, and Bombers Team seeks a Manpower Analyst to provide expert analytical services, staff advice, and assistance to managers and administrators concerning the tracking and utilization of Air Force Civilian and Military manpower.

Most of the offices supported under this effort are at Wright-Patterson AFB, Ohio; however, this position is open to remote work for the self-motivated and proactive candidate, with the expectation of periodic (potentially quarterly) travel to Wright-Patterson AFB.

The candidate will be responsible to review, evaluate, and analyze Air Force manpower data, and create support documents/deliverables to enable effective resource utilization of manpower for acquisitions Program Offices. The candidate will interpret complex data sets and documents to identify trends, recommend efficiencies, and take staffing actions to execute modifications, changes, and clarifications. The candidate will routinely review organizational manning documents to ensure accuracy and implement actions to correct and/or update information. The candidate will brief leadership and teammates on status of manpower-related activities. The candidate will support broader team efforts, to include participation in working groups, boards, and other decision-enabling constructs.

Essential Job Responsibilities

As part of the candidate's primary duties, they will either perform or assist in the performance of:

  • Drawing conclusions and devising solutions to situations relating to organizational structures and resource requirements
  • Determining short-range and long-range functional manning requirements
  • Evaluating and analyzing the disciplines and related specialized skill requirements for changing programs and missions
  • Briefing the monthly status information to the director
  • Evaluating and analyzing functional/non-functional military manpower data and organizational structures
  • Managing the individual mobilization augmentee, officer promotion, military assignment cycle, duty title/rater changes, professional military education and advanced academic degree programs
  • Management of the civilian performance management program, program resource viewer, applicable manpower studies/models which include, but are not limited to, acquisition & sustainment unit and new work programs
  • Developing, maintaining, updating, and redesigning required manpower and personnel spreadsheets, databases, briefing slides and documentation necessary for operation of directorate manpower
  • Updating/retrieving information in:
    • Command Human Resource Information System (CHRIS)
    • Resource Management Information System (RMIS)
    • Defense Civilian Personnel Data System (DCPDS)
    • Other databases as applicable, included but not limited to SharePoint
  • Updating/creating organization charts utilizing RMIS and other charting formats

Minimum Qualifications

  • Six years relevant experience with Bachelors in related field; Four years relevant experience with Masters in related field; 10 years relevant experience with High School Diploma (or equivalent)
  • Security Clearance Required: Secret
  • Experience with:
    • Analyzing and determining manpower requirements for Government Civilian and Military positions
    • Command Human Resource Information System (CHRIS)
    • Resource Management Information System (RMIS)
    • Defense Civilian Personnel Data System (DCPDS)
    • Completion and maintenance of AF Form 971
    • Maintenance of Unit Manpower Documents (UMDs)
    • Utilizing Acquisitions Sustainment (ASU) Models

Preferred Requirements

  • Experience with Electronic AF Form 971 (E-971)
  • Management of data in SharePoint or equivalent DoD systems and databases
  • Manpower allocation as it applies to the DoD POM process
  • Previous Experience supporting Weapons Systems Program Offices manpower
