Raytheon’s Intelligence and Space Business is seeking a Finance Program Control Analyst for the MMS portfolio.  Interested candidates will gain experience in program control and earned value and will be responsible for tracking, analyzing and cost controls associated with one or multiple projects.  We are seeking a hard-working, energetic, and dedicated individual to contribute to the overall success of our programs as well as provide opportunities for career growth and advancements within the organization and company.  In this role, you will have opportunities to work in a self-guided manner as well as collaborate with key functional stakeholders including Program Management and Engineering.  Successful candidates will demonstrate an aptitude for efficiency, problem-solving, and resourcefulness, with a commitment to quality while developing their leadership skills as a key business partner.

Responsibilities may include the following assignments:

  • Guide program financials including development of time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting, cost accounting and ongoing overseeing of cost and schedule integration
  • Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support
  • Development of quarterly EACs; analysis/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data
  • Assist with organization of Work Breakdown Structures (WBS) and job cost accumulation
  • Assist with workforce planning, forecasting and reporting
  • Accounting data extraction and reconciliation
  • Labor and cost transfer submittals
  • Preparation of Work Authorization Documents; creation and maintenance of charge numbers
  • Assist in monitoring costs and personnel ensuring that actuals are within budget and charged to the correct end objective
  • Generate program financial artifacts such as EV reports, graphs, and analysis, as required.
  • Develop and present briefing of program financial status to customer
  • Provide PMO and CAMS with internal reports on cost and schedule performance
  • Support to the Engineering Change Proposal (ECP) lead with estimation activities
  • Support supply-chain management in financial controls of subcontracts and material procurement forecasting
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials
  • Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)

Required Skills:

  • Minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
  • Excel proficiency (to include Lookup/Index/Sum functions and pivot tables)
  • Excellent guidance, mentoring and training skills
  • Ability to develop priorities in order to meet deadlines
  • Possess good oral and written communication skills
  • Thorough attention to detail and work quality
  • Knowledge of concepts and techniques related to program controls
  • US Citizenship with the ability to obtainactive Top Secret Security clearance; current SSBI clearance desired

Desired Skills:

  • Experience with APEX EV; knowledgeable in working with SAP reporting
  • Experience or exposure to performing cost control and analysis functions in a U.S. Government, multi-CLIN contracting environment
  • Candidates with the appropriate experience, but without a current SSBI clearance may be considered

Education:

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience

Location: 

This position can be a Hybrid position and Preferred location is State College, PA. Qualified candidates at Aurora, CO, Richardson, TX, and Dulles, VA will be considered.

Requires advanced knowledge of work area typically obtained through advanced education combined with experience. May have practical knowledge of project management. Practical to substantial knowledge of RTX projects, programs or systems with the ability to make enhancements and leverage in daily work.

The salary range for this role is $70,000.00 to $152,000.00; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
