Learn more about the UC Office of the President DEPARTMENT OVERVIEW The Business Resource Center (BRC) aims to build a strong foundation for UCOP financial operations, allowing departments to focus on their core duties. Our goal is to standardize procedures and controls to ensure maximum service to departments, as well as efficient, controlled and compliant transaction processing for administrative functions. BRC staff strive to provide excellent service while demonstrating accountability to stakeholders, including the Regents and the public. POSITION SUMMARY Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on categories of diverse scope and complexity where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Cultivates internal and some external contacts. This posting is for three (3) Strategic Sourcing Professional positions. Please note this is a Hybrid position. Responsibilities 30% Coordinate with clients to understand business requirements and issues regarding the subject procurement request. Analyze and understand marketplace cost drivers for desired supplies/services. Develop commodity knowledge as needed for specific purchasing categories. Insure procurement assignments are carried out efficiently as to facilitate continuous supply/service support to UCOP operating departments. 30% Ensure strategic sourcing agreements have favorable pricing, terms, conditions, rebates etc. through review and analysis of internal factors and external market conditions. Coordinate the review of proposed contracts with respect to financial terms, usage restrictions and procedures, information security review and requirements, intellectual property rights, service terms, University liability, alignment with sustainability goals, and conformance with University policies and applicable legal guidelines. Support Procure to Pay process through execution of purchase orders and purchase order change requests. 30% Independently work through all aspects of a sourcing initiative, while supporting Managing Strategic Sourcing professional on more complex higher benefit initiatives. The sourcing initiative process includes RFI/RFQ/RFP development process, including gathering of technical and functional requirements, data collection and analysis, market research, proposal quote evaluation, negotiating, execution and implementation of contracts for assigned category/ RFP. Utilize state of the art technology to conduct online bidding events, manage awards, and execute contracts and supplier performance through integrated contract management software. Manage Project timelines in accordance with RFP commitments and documented service level agreements. 5% Act as central point of contact to respond to and coordinate defined system wide business needs as they should arise 5% Provide support for finance activities specifically intercampus cost transfers related to system wide contract agreements Required Qualifications Bachelors degree in related area and or equivalent experience. Professional certification preferred 3+ years of experience in strategic sourcing, supply chain management, procurement or related experience in large organizations Minimum 2 years demonstrated high level of product or service expertise including leading negotiations Strong customer service and interpersonal skills and the ability to coordinate with internal and external partners to accomplish projects Demonstrated effective written and verbal communication skills including the effective presentation of strategies and progress to clients, stakeholders and leadership Demonstrated experience in use of Microsoft suite of productivity applications with a minimum of 3 years of experience in preparing spreadsheets for analytical purposes Demonstrated ability to analyze problems, identify and consider potential solutions and make timely recommendations. Works with others to effectively address issues when they occur. Excellent organization skills, including meeting facilitation and decision making Demonstrated understanding of and ability to comply with a complex array of University policies and state and federal laws that govern acquisitions. Knowledge of the specific category field in higher education or other highly decentralized organizations, including supplier, distribution models, products, and equipment. Demonstrated knowledge of and experience using various proven negotiation' methods and the ability to critically analyze a negotiation. Demonstrated knowledge in the development of opportunity assessments, category profiles, and strategic sourcing plans Demonstrated ability to lead and advise cross organization workgroups Education Bachelor's degree in related area and minimum three years experience and / or equivalent experience / training. SALARY AND BENEFITS Salary: The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs It is not typical for an individual to be offered a salary at or near the top of the salary grade for a position. Pay Scale and budgeted salary range for this position is: $106,000.00 to $120,000.00 . Salary offers are determined based on final candidate qualifications and experience.
