Departmental Overview The Office of the Chancellor supports the Chancellor's leadership as chief executive officer providing administrative, organizational, and communications support, and strategy development and services, to advance the chancellor's vision, core values, and priorities for the University of California, Berkeley. The Business and Services Ops Unit of the Chancellor's Immediate Office (CIO) provides budget, finance, compliance, human resources, and facilities support to the Chancellor as well as several administrative offices (8 Departments) and three Divisions that report to the Chancellor's Division. This is a remote-friendly position, eligible for partial remote capability. Application Review Date The First Review Date for this job is: February 14, 2023 Responsibilities Business, Budget and Financial Management- Control Point Level (CHANL) (35%) Coordinates and calendar funding application processes (BSAS, ESP) as assigned. May partner with units to help draft applications. Prepares Ad-hoc financial and budget reports as needed. Provides key support throughout the budget process. Including but not limited to; partnering with reporting Departments to provide analytical support, uploading budgets into Cal Planning, partnering with DFL to reconcile any discrepancies, help develop and improve budgeting templates. Responsible for Cal Planning support for the Division (budget submission, quarterly pulls using Smartview, creating templates as needed) Responsible for divisional SAS115 administration, sending out notifications, providing reports as needed, reviewing for completion, and reminding units when approaching the due date. Performs initial review before departmental certification. As directed, perform quarterly review of System Access Report; assist with year end closing activities, and annual fiscal certification process. Monitors assigned ledgers for unusual activity and resolve/escalate issues as needed. Manages special projects as assigned. Partners with UDAR and other team members to monitor and reconcile event expenses as assigned. Functions as G45 qualifying event Control Point for the division. Audits events logs to ensure events are recorded correctly and properly coded COA-wise. Works with UDAR and internal partners if the information is missing and needs to be corrected. This includes ensuring all events are recorded on the house log, Chart Of Accounts (COA) are coded correctly and recorded on the U-House calendar, etc. Partners with event reconciler, UDAR, and CIO as needed to resolve any issues. May partner in the G45 reporting process. Business Operations May be responsible for large/complex procurement transactions for assigned units. Responsible for content updates to Bus Ops web pages. May serve as a project manager/team member tasks and projects for the division. Human Resources & Workforce Management Control Point Level (CHANL) (25%) Provides high-level professional support to the Deputy Associate Chancellor in recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs, and procedures covering several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, rewards and recognition program, training and development, visa procurement, inter-location transfers, and employee services. Serves as Subject Matter Expert (SME) on Professional and Support Staff (PSS) policies. Advises managers on staff benefits and leave issues, performance management, staff compensation programs, and all personnel policies and procedures. As a thought partner, analyze staff policies/practices and prevailing practices among similar organizations to recommend competitive programs aimed at engagement and retention. Collaborates with People and Culture and BRS in administering personnel policies and programs in the areas of employment, labor relations, wage and salary administration, training, performance management (i.e., Achieve Together), and other areas of HR. Supports division managers and supervisors on significant and complex re-organizations and staffing objectives and works with the Division Finance Lead on workforce administration (i.ePosition Control) affecting units and/or departments. Manages HR reporting internally and externally (FTE tracking, separations, staff experience data) using tools such as Excel, SmartSheet, and other enterprise systems. Provides enterprise (UCPath) reporting such as staffing rosters, FTE reports, date range data, exit data, data searches, demographic data etc. Provide strategic advice to Associate Chancellor and and Deputy Associate Chancellor by analyzing system-wide and campus policies, collective bargaining agreements, and personnel procedures. Conducts job analysis and organizational need assessments; creates or revises classification descriptions; prepares academic appointment correspondence and chancellor commitments; and determines and recommends compensation levels as needed. May represent management during meet and confer processes, grievances, disciplinary actions, and other labor relations activities with the Union. Prepares reports, correspondence, and a variety of written materials; presents findings, both orally and in writing, to the appropriate parties. Leads and conducts complex and varied organizational and compensation analyses of issues or concepts with broad division impact and develops resulting recommendations employing political acumen and integrating information to determine appropriate courses of action and their implications. Influences others on HR matters of importance impacting the division. Advises division leadership to assist in the decision-making process. Coordinates HR paperwork, obtains necessary approvals, tracks and oversees ServiceNow cases, and keeps Deputy Assoc Chancellor (and Directors as needed) informed about the status of HR requests such as retention/comp/equity increases, stipends, performance awards, etc. Ensures that new appointments and changes in appointments are entered and coordinated correctly with Berkeley Regional Services and relevant systems. Serves as a resource to unit heads on personnel and payroll matters (i.e., UCPATH) and guide other related business software programs and systems (i.e., ServiceNow, CAL Answers, JobBuilder (JDX), LMS). Represents the division at HR meetings, on working groups and committees as assigned. Departmental Support (Audit, CIO, OLA, OERCS) (20%) Finance Responsible for initiating all financial journals within assigned units. Handles review and approvals of all purchasing for assigned units (Blucard reconciliation, Bearbuy approvals, etc.). Provide purchasing/payment support (training, walkthroughs, etc.) to all units as needed. May initiate purchasing transactions as needed. Performs initial SAS115 review for assigned units. Provides quarterly updates on the 115 review to the Department head to facilitate their quarterly review and approval. Partners with the Department head and DFL to construct an operating budget annually as assigned. Performs all analysis, preparation, and input for assigned departmental budgets. Monitors ledgers for unusual activity and resolve/escalate issues as needed. Ad-hoc reporting as needed. Partners with the DFL to provide the Department head with a quarterly budget update and forecast. Departmental Support (Audit, CIO, OLA, OERCS) (15%) Human Resources UC Path transaction initiation for supported Departments (position creation, salary COA, Direct Retros, etc.). Updates position funding as directed by DFL. UCPath - advises supervisors and managers regarding UC Path processes and procedures and serves as a UCPath subject matter expert, providing consultative services. May initiate HR tickets in ServiceNow for assigned departments and assists with personnel actions (excluding performance management). Liaises with HR Business Partner and campus Talent Acquisition/Recruitment for assigned departments to ensure smooth communication and timely movement on position recruitments. Coordinates separation process for employees leaving employment with the department/s, including terminations and retirements. Other duties as assigned Required Qualifications Five years of progressive administrative or operational experience in finance, accounting, human, and administration. Expert knowledge and/or can quickly learn University rules and regulations, processes, protocols, and procedures for budget, accounting, fund management, and/or personnel management. Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses. Thorough understanding of and/or ability to learn about University confidentiality policies; practicing good judgment and tact in dealing with sensitive issues. Strong communication and interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing. Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Working knowledge of and/or the ability to learn dynamic campus application(s) such as Business Financial Systems (BFS) & Human Resource Management. Systems such as UCPATH or other related enterprise systems. Strong advising all levels of managers, supervisors, and employees in identifying appropriate professional development and training opportunities. Working knowledge of and experience with complex workflows and project coordination. Possession of a bachelor's degree from an accredited college or university in business or public administration, human resources management, industrial relations, or a closely related field. Additional professional-level relevant work experience may be substituted for the required college education on a year-for-year basis. Preferred Qualifications Working knowledge of Open Berkeley or other webpage editing tools. MA or MBA and experience in higher education or non-profit management. Experience managing discrete budgets and familiarity with campus applications (BFS, Cal Planning, Cal Answers) used for support financial transactions and oversight. Strong knowledge of human resources concepts, policies and procedures, employment/labor practices, labor relations, salary administration, training, diversity/ equity /inclusion and other areas of human resources. Strong understanding and demonstrated success in ensuring that diversity, equity, inclusion, belonging, and justice (DEIBJ) are used at all stages of performance, pay transparency, job description writing, recruitment, hiring/interviewing, and onboarding. Strong advising experience with all levels of managers, supervisors, and employees in identifying appropriate professional development and training opportunities. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
