This position will be filled at either the Technical Project Manager 1 or Technical Project Manager 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

As part of the Associate Lab Directorate of Weapons Production (ALDWP) and the Chief Operations Office (COO), your contributions will directly influence operational success across Los Alamos National Laboratory (LANL).
Within the COO, the newly established Operations Integration Center's (OIC) mission is to assist ALDWP in accomplishing the laboratory's manufacturing agenda. We achieve this by providing valuable support services in the areas of Industrial Engineering (IE), Materials Requirements Planning (MRP), Manufacturing Execution System (MES), Integrated Master Scheduling (IMS), Workflow Management, and Production Area Control activities for the nation's premier nuclear production facility. The selected candidate will be a valuable member of the Integrated Data Management (IDM) team within the Industrial Engineering team. The IDM team collaborates with line organizations to collect and store data, define configuration and security protocols, analyze data, and develop data visualization. The team champions and communicates improvement changes and presents these to the team and upper management.
The selected candidate and hardware technical support with project management to the Operations Integration Center. This role will serve as a liaison between the OIC and various technology groups at the Laboratory such as the Production Systems and Technology Group and the Process Modeling and Analysis Group. The selected candidate will apply their experience in all aspects of the Software Development Lifecycle (SDLC), including requirements definition, risk management functions, application support, testing and implementation in direct support of the Weapons Production mission execution.
The selected candidate will support software applications and systems by working with customers and end users to understand requirements, as well as analyzing application capabilities and evaluating work processes to support the team. The position requires demonstrated expertise in application support and administration of applications, that will be applied in the Weapons production digital manufacturing environment. You will support software applications and systems by investigating, designing, documenting, and implementing software solutions. You will work with customers, product owners and end users to understand business needs and work collaboratively as part of a team. You must have basic knowledge and experience in software development. Ability to provide resolutions to an assortment of problems and ability to use and apply standard principles, theories, concepts, and techniques as recognized within a specific information technology (IT) field.
Technical Project Manager 1 ($81,700- $133,100)
As the Project Manager 1, you will ensure that project objectives meet the customer's scope requirements and are safely fulfilled within cost and schedule constraints. The Technical Project Manager 1 will be responsible and accountable for project success and will be responsible for reporting project status to upper management. The TPM will be expected to identify risks associated with project execution and manage those risks to best meet the needs of the customers and the Laboratory overall mission requirements.
Technical Project Manager 2 ($99,200- $164,100)
In addition to the duties outlined above, the Technical Project Manager 2 will be required to: Assume responsibility and accountability for project success from cradle to grave and report project status to upper-level management on a regular basis. The TPM 2 will be expected to identify risks associated with project execution on complex projects and manage those risks to best meet the needs of the customers and the Laboratory overall mission requirements.
What You Need
Minimum Job Requirements:
Technical Knowledge: We are looking for someone with basic knowledge and experience designing, developing, modifying, testing, and debugging software (systems development lifecycle), as well as, developing web applications using modern frameworks. You should have a good understanding of:
- Demonstrated experience with phases of the Software Development Lifecycle (SDLC)
- Ability to understand application development tools and techniques and database design
- Experience with software testing and AIM documentation
- Knowledge with application development and implementation, including one or more of the following: Java, Oracle, Python, PL/SQL, SQLPlus, C# or XML
- Ability to review and understand end-to-end work processes
Software development: The position will require basic knowledge in the software development and sustainment lifecycle to meet technical and functional requirements. Basic knowledge of software development methodologies, tools, and processes, including source code control, database design, and hardware and software integration and testing.
Collaboration: We are looking for someone who can work well in a team-oriented environment with the ability to communicate and collaborate cross-functionally within and outside of the group. In addition, you must have effective interpersonal skills for communicating technical information, building relationships, and resolving conflicts.
Time Management: You should have strong multitasking capabilities and the ability to work on multiple products and issues simultaneously.
Innovation: This position will require you to research new technologies and tools, incorporate their usage into new products and services.
Clearance: Applicants must have the ability to obtain and maintain DOE clearances, which normally requires US citizenship.
Additional Job Requirements for Technical Project Manager 2:
In addition to the requirements outlined above, qualification at the higher level requires:
Project Management: Thorough knowledge of all aspects of project management tools and techniques relating to all project activities. Knowledge of project processes and an understanding of project management activities, such as planning, budgeting, and performance measurement.
Risk Management: Working knowledge and experience in supporting strategic and tactical planning and execution of a mid-sized portfolio. Demonstrated record of successfully supporting or leading cross-organization teams to ensure complex technologies or products are delivered within budget and on schedule.
Education/Experience at lower level: Position requires a Bachelor's Degree from an accredited institution and 2 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is preferred for this level.
Desired Qualifications:
- Experience working with Agile (Scrum) mythologies and continuous integration and continuous delivery (CI/CD)
- Experience with REST Services, JSON, XML, HTML, CSS, and UI/UX
- Experience upgrading, supporting, extending, and enhancing Commercial off the Shelf Products (COTS) or Cloud applications
- Testing of applications through automated unit and integration tests and following CI/CD processes
- Experience gathering or generating technical requirements and creating designs based on those requirements
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
