About the Opportunity

JOB SUMMARY:
The Senior Associate Registrar for External Credit is responsible for the administration of the External Credit area of the Registrar's Office in alignment with academic policies. They will oversee the management, maintenance, and safeguarding of external credit and academic records of all students enrolled at the University ensuring the accuracy, confidentiality, security, and integrity of records and of the Northeastern degrees and certificates across the global network. Reporting to the Deputy Registrar for Operations, the Senior Associate Registrar will as a standing member of the Registrar's leadership team and, as such, will serve as a strategic partner, thought leader, enabler, and trusted advisor to the Deputy Registrars, University Registrar, and Provost Office leadership. The Senior Associate Registrar will be expected to consider their direct portfolio as well as reflect the broader Registrar's Office and university goals and priorities in their work. The incumbent will develop a roadmap for their cohesive unit that aligns with the University Registrar's vision, and lead their team to deliver high-quality, outcome-oriented, globally minded, ever-evolving and improving services that aim to maximize student, advisor, staff, and faculty satisfaction across the network. The Senior Associate Registrar will inspire a culture that promotes agility, creativity, and the development of breakthrough and cutting-edge ideas. The incumbent will partner with the Deputy Registrar for Operations, the Senior Associate Registrars for Curriculum & Records and Registration & Scheduling, the Solution Delivery & Strategic Report team, the Network and Student Services team, the Provost Office administration, Enrollment Management, the college dean's offices, Chancellor's Office, network leadership, among others. As a member of AACRAO, the Senior Associate Registrar will continuously engage in the professional network to remain current on relevant topics, solutions, regulations, best practices, and cutting-edge opportunities. The Senior Associate Registrar will have two direct reports, a full team of 8, as well as oversee temporary resources, as needed.

The Senior Associate Registrar responsibilities include:

  • Lead the unit in its support for overall learner success and an exceptional learner, advisor, and faculty experience in the areas of external credit throughout the global network.
  • Develop unit priorities and providing necessary direction to achieve the goals identified by the Deputy Registrar for Operations.
  • Establish a strategy and operational plan to ensure accurate and timely execution of tasks required to plan, prepare, and implement external credit activities and services. This may include a broad range of activities such as Advanced Placement and test credit equivalency operations and processing, faulty evaluation workflow process, curated external credit pathways articulation maintenance, appeal external credit actions, international and domestic evaluation procedures, and system tool planning.
  • Develop a collaborative, meaningful, action-oriented, and overall productive partnership with the advising teams.
  • Ensure the highest level of record integrity, documentation, and compliance standards are met within the unit related to external credit awards and application to student records.
  • Serve as the strategic partner for college dean's office administrators, Provost Office leadership, Chancellor's Office, and network leadership in the areas of effective course and section planning to support the student experience. As part of this strategic partnership, lead in the development of proactive planning guidelines, evaluation enhancements supporting faculty evaluators, articulation mapping recommendations, and similar. Leveraging data and analytics to provide data-driven recommendations and solutions.
  • Oversee the systematic planning and successful execution of service turnaround time to meet the needs of the university, including the network campuses. Ensure the team is maximizing its effectiveness, leveraging technological approaches, where possible. Leverage service metrics to inform Provost Office capital budget planning and other resource planning discussions, inclusive of the network locations.
  • Partner with college deans' office leadership to assess and deliver a new external credit tool that meets the diverse needs, including individual evaluation requests, alternate equivalency approaches, Prior Learning Assessment credit (PLA), and similar.
  • Prioritize professional development and mentorship opportunities for the team; manage by setting clear goals, expectations, objectives, and measures of success for the team; creating and encouraging an environment that values diversity of thought and experience, equity in involvement and contribution, and inclusive of each team member.
  • Serve as an active participant on a variety of academic committees and task forces; participate in discussions regarding current and future trends in opportunities and challenges related to enrollment, new programs, certificates, degrees, academic and records policies and procedures, and other related topics as they develop
  • As new opportunities and shifting priorities are realized, maintain an agile, nimble, and positive disposition and response, including reprioritization the workload and sequencing with existing initiatives and work.

MINIMUM QUALIFICATIONS:

Education

Bachelor's and master's degree from an accredited institution.

Experience
  • Demonstrated expertise in managing transfer credit evaluation processes, including articulation agreements and equivalency systems.
  • Minimum 5 years of progressive experience in a medium to large research institution, preferably in the Registrar's Office or closely related unit, and ideally with more than one campus location.
  • Experienced leader in service and transfer tool management with demonstrated ability to manage competing demands effectively and creatively with respect to physical resources and enrollment-related matters.
  • Demonstrated ability to manage complex transfer credit and related processes and best practices to ensure successful learner outcomes and progress toward degree in alignment with global accreditation standards for higher education institutions and course equivalency evaluation.
  • Demonstrated ability to lead diverse constituents through a major change.
  • Experienced analytical and creative thinker, one who leverages relationships to get buy-in and support for solutions and enhancements, with a focus on root cause analysis and solutioning.
  • Must possess the ability to solve problems creatively and quickly, deescalate situations, maintain curiosity, and demonstrate empathy.
  • Exceptional team leadership, demonstrated staff development, and supervisory experience managing professional, support staff, and temporary resources.
  • Demonstrated proactive and consultative customer and student service orientation.
  • Familiarity with state and federal laws, such as Compliance/Criminal Offender Record Information (CORI) and Family Educational Rights and Privacy Act (FERPA); experience working in partnership with a general counsel's office; experience with and knowledge of governmental and accrediting agencies.
  • Comprehensive understanding of academic credit systems, including semester and quarter hour conversions.
  • Thorough understanding of academic and operational best practices, systems, policies, and procedures in a fast-paced, complex, and dynamic setting, including strong analytical skill and data management.
  • An ability to influence, engage, and ignite groups; inform and lead discussions on university policy and process; strong active listening with a presence that conveys confidence, respect, and credibility.


KEY RESPONSIBILITIES & ACCOUNTABILITIES:

1.) Functional Oversight (50%)
  • Direct and manage the successful planning, preparation, and execution of the varied responsibilities within the area of external credit. Lead the team to develop and constantly seek advances in the delivery of services and outcomes for students, faculty, advisors, and others. Embrace and deploy technological approaches to create efficiencies, enhance services, create staff capacity, yield better overall satisfaction. Use data to inform process adjustments, decisions, communication strategies and similar. Shift priorities, workloads, and goals for the team, as appropriate and necessary, to align with and respond to any changes in university priorities and goals.
  • Ensure consistency and fairness in the evaluation and acceptance of transfer credits across all academic programs and student groups.


2) External Credit Policy & Systems Development and Maintenance (30%)
  • Oversee the business process for incoming transfer credits, ensuring accuracy, consistency, and efficiency. Serve on the university committees and collaborate with academic and administrative offices to review and adapt policies and procedures to support the University's educational mission and evolving network. Meet regularly with college and network deans, school/college administrators, advisors, Enrollment Management administrators, Student Financial Services, and others to support the ongoing and iterative nature of the work.
  • Train registrar staff responsible for processing transfer credits, providing guidance on complex cases and ensuring adherence to established policies.
  • Consult on appeals related to transfer credit evaluations in a timely and fair manner.
  • Oversee the maintenance of transfer credit records and databases, ensuring data integrity and security.
  • Make unit decisions using reports and analysis on transfer credit trends, student outcomes, and other relevant metrics to inform decision-making and policy development in alignment with university standards and accreditation requirements.
  • Stay abreast of changes in accreditation standards, state regulations, and industry best practices related to transfer credit evaluation.


3.) Articulation Agreements and Partnerships (10%)
  • Partner with academic departments and leadership to meet university standards for articulation agreements with partner institutions, leveraging transfer processing technology and tools. Conduct regular reviews of transfer credit policies and procedures to identify areas for improvement.
  • Maintain relationships with external partners to negotiate and update articulation agreements, ensuring alignment with university programs and objectives.
  • Explore opportunities for new external credit evaluation approaches to expand transfer pathways and enhance student recruitment efforts.


4.) Student Support and Advising Customer Satisfaction (10%)
  • Use data insights to identify areas for improvement and implement strategies to enhance the transfer credit process.
  • Ensure routine collaboration with academic departments who establish equivalency guides for commonly transferred courses.
  • Oversee training staff and professional development opportunities for staff involved in transfer credit evaluation.
  • Represent the university at conferences, workshops, and other events related to transfer credit and articulation.
  • Serve as a consultant to enrollment management and marketing teams as they develop promotional materials highlighting transfer credit opportunities.
