Job Description:
Parsons is looking for an amazingly talented Construction Engineer to join our team!
What You'll Be Doing:
This position requires an effective team leader who works cooperatively to deliver the program on time and on budget, ensuring quality standards are met and the program is implemented in conformance with the technical specifications and in accordance with Quality Safety and Security Plans and Procedures. The CE shall be the primary point of contact for the contractors and shall manage all aspects of the work performed by the contractors. The CE shall report to the PM. The duties for this role require the individual to work in-person from an office (not remotely), with a minimum of bi-weekly site visits.
In addition, establish a program of public contact for conducting effective notification, project updates and other communications with impacted customers and communities and businesses in proximity to the construction areas and operational impacts, including service changes. As required by Public Participation Plan, in cooperation with the contractors, will develop an overall communications and outreach strategy and plan based on customer and community impacts and needs. This position is accountable for the administration, monitoring, and coordination of communication and public outreach support during construction.
Duties and Responsibilities:
- Review contract solicitation packages and recommend construction proposals to be considered for award;
- Coordinate the work with all contractors and ensure all program deliverables conform with the technical specifications and respective contract provisions;
- Ensure timely processing of submittals, Requests for Information (RFI), potential change orders (PCO), transmittals and change orders;
- Resolve issues with contract fulfillment in a timely manner and to ensure that all aspects of the program remain on schedule and within budget and the ability to communicate effectively;
- Review contractual documents and contract modifications to determine the scope of work and scope changes and escalate any concerns to the PM;
- Provide technical and cost analysis support and review all requests for changes submitted by the construction contractor and then make recommendations for acceptance to the PM. Manage the activities associated with the changes to the construction contractors’ work (request for change, change notices, change orders, contract modifications, etc.);
- Review and recommend approval of contractor invoices;
- Assist the PM with closeout of the construction contracts;
- Coordinate with the PM to develop a Lessons Learned Report;
- Provide PM with a weekly status report;
- Assist PM and QC manager with technical aspects of safety certification requirements;
- Lead Coordination, requests, prepare scope of works for Rail Service Adjustments (RSAs);
- Review contractor’s schedule and work planner;
- Support coordination and communication efforts among WMATA departments;
- Create presentation documents, proposal materials, high quality visual products;
- Prepare layouts to support obtaining approvals of proof of concepts;
- Illustrate concepts by designing layouts of art and copy, especially regarding arrangement, size/type size, style, and related aesthetic concepts;
- Regularly communicate and partner with contractors to create a digital library of the formatted photos, videos, and animation files in support of the
Sewage Ejector Replacement program; - Support regular status meetings by providing relevant project metrics and progress.
- Provide communication and outreach support services in collaboration with Customer Service, Communication and Marketing (CSCM) office;
- Shall participate in virtual and in-person events and meetings with affected businesses and communities, accommodating site tours, flyers distribution, and responding to community questions/concerns related to construction.
What Required Skills You'll Bring:
- A minimum of a Bachelor’s degree in engineering, project management, construction management, business, or related field;
- A minimum of 15 years demonstrable experience managing large projects that include mechanical, utilities and underground infrastructures;
- Proven ability to manage complex budgets and schedules;
- A PMP, CAPM, CSCM, and/or Certified Construction Manager (CCM) certification; and PE license in the relevant jurisdiction(s) is preferred, but will consider experience and other applicable certifications;
- Demonstrable experience in phases of visual designs from concept development to final product (including conceptualization, planning, designing, and/or production phases) to produce high quality graphic designs in printed and/or electronic materials to fulfill the conceptual vision of creative projects that meets project objectives;
- Must display proficiency in technology or professional digital creation tools, such as Adobe Creative Suite to create, improve, or edit images and videos; including proficiency using digital editing tools or programs such as Adobe Illustrator, Premiere Pro, Photoshop, and InDesign.
- Experienced in transit or construction communications and community engagement. This role will work with PM and the Authority’s External Relations department in the development and implementation of the communications and outreach plan;
- Proficiency in Microsoft Office.
