This position is located at DPS - Juvenile Justice Central Office in Raleigh (Wake County), N.C.

The Staff Development Specialist I position serves as a Curriculum Designer assigned to the In-service and Basic Training School Programs. The position is primarily focused on the refinement of instructional course objectives and content for existing curricula as well as new Division training initiatives. The position serves as a member of the Juvenile Justice Training Committee/Annual Training Review Committee tasked with the development of innovative instructional strategies to enhance learning outcomes. The position also assists in course delivery and instruction. The position conducts research, creates new educational content, and utilizes e-learning software to support the successful integration of adult learning principles and practices.

The Division's Staff Development and Training Section aims to provide effective training programs and services for juvenile justice professionals, local, and state community partners. Training programs and services are designed to aid in employee job performance and productivity that further support juvenile justice philosophies and policies contributing to overall mission success.

Work Schedule:
This is a full-time position. Monday - Friday 8am - 5pm.

Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must demonstrate ALL of the following KSAs:

  • Demonstrated experience of theory, practices, and principles of adult learning and human behavior.
  • Demonstrated experience with Articulate Storyline and other e-learning software tools to create engaging and interactive content for adult learners.
  • Demonstrated experience researching, writing, editing, and proofreading large volumes of training materials with attention to detail.
  • Demonstrated experience in project and time management to include assessing, planning, executing, and evaluating various work assignments to meet deadlines and organizational goals.
  • Demonstrated experience in troubleshooting, problem-solving, and developing evidence-based strategies to achieve desired training outcomes.


Management Preferences: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • General Instructor Certification through the North Carolina Criminal Justice Education and Training Standards Commission.


Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and one year of experience in a progressive training or teaching role or one year of experience in a human service, counseling, or training program in the subject matter specified; or an equivalent combination of education and experience.

Military Experience
  • Applicants seeking Veteran's Preference must attach a DD-214 Form (Certificate of Release or Discharge from Active Duty that includes Character of Discharge - Member 4 or Service 2 form) to the application.
  • Applicants seeking National Guard Preference:
    1. A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).
    2. A former member of the North Carolina National Guard who served for at least 6 years and were discharged under honorable conditions, must attach either a DD256 or NGB 22.
