Data Scientist, CG-1560-11/12 - Military Veterans

This position is located in the Division of Depositor and Consumer Protection, Policy and Community Analytics Section, in the Headquarters Office in Washington, DC of the FDIC and independently performs advanced and complex data analysis to support DCP’s policy and community affairs’ matters. The work impacts long-term data strategies and policy frameworks, and the results of analysis directly affect policy recommendations and may influence key decisions at the corporate level.

At the full performance level, major duties include: Perform advanced and complex data analysis supporting DCP’s policy initiatives, involving the use of advanced data science methodologies. Design, develop, and implement scalable machine learning models and algorithms for policy analysis, forecasting, and decision support. Work collaboratively with interdisciplinary teams to identify data needs, evaluate data sources, and apply analytical techniques to solve complex policy problems. Serve as a technical expert on data-related issues, mentoring junior staff and contributing to the development of the section’s data strategy. Communicate results and technical findings to division executives, translating complex data into actionable insights.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. - OR - 2. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Grade Requirements: CG-11: In addition to meeting the Basic Requirements above, applicants may qualify at the CG-11 level by one of the following: 1. Experience: Applicants must have completed at least one year of specialized experience equivalent to at least the grade 9 level or above in the Federal service. Specialized experience is defined as experience applying data science techniques, such as advanced statistical analysis, data visualization, and programming, to manage, analyze, and interpret complex datasets. - OR - 2. Education: Applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. - OR - 3. Combination of Education and Experience: A combination of graduate level education beyond a master's degree or equivalent graduate degree and specialized experience as described above that together meet the qualification requirements for this position. CG-12: To qualify, in addition to meeting the Basic Requirements above, applicants must have completed at least one year of specialized experience equivalent to at least the grade 11 level or above in the Federal service. Specialized experience is defined as experience performing data analysis, machine learning, and statistical modeling to solve data problems; developing data pipelines; managing large datasets; and presenting actionable insights and recommendations to stakeholders.
