Office Assistant 1 - Parking Office (NY HELPS) The Parking Office at the State University of New York at Oswego invites applications to fill a full-time Office Assistant 1 position, Grade 06. Description of Responsibilities: Office Assistant 1 in the Parking Office is a customer service-focused position Answer phones and reply to emails Assist customers in person at the counter. These duties will include: Processing payments and issuing permits Processing payments for citations Answering general campus questions Giving directions to individuals visiting campus Respond to written correspondence regarding parking policies and procedures, questions, or complaints Process written and schedule in-person citation appeals received by email, online, or in person. Once appeals are reviewed and decisions are made by the appeals officer, OA1 is responsible for processing decisions in the database and sending email decision letters to each Prepare reports from the AIMS parking system on a weekly basis to find overpayments on accounts, unpaid permits, and verify unpaid parking fines are processed correctly Count and balance any money and registration cards for temporary permits that are issued at University Police when the parking office is closed. Enter all information from registration cards and payment information into Parking database (AIMS) Maintain all necessary office forms and update as needed Monitor office supplies and email request to University Police Administrative Assistant when supplies are needed Open and distribute all mail. Process payments or correspondence as needed Maintain information and place comments in database of individuals indicated by various departments to be eligible for specific parking permits (e.g. Graduate Assistants, food service workers, SAVAC etc.) In absence of Office Manager, complete daily cash up: Run and print reports from AIMS to balance all the funds received the previous business day Run process to journalize all student parking fines that remain unpaid for 10 days and run banner report to transfer charges to the student account bill Print and mail all ticket bill letters for citations issued to non-campus affiliated registered owners Schedule and attend parking committee meeting with University Police Chief: Send email correspondence to all committee members regarding meeting agenda, dates, and location Take attendance and notes during the meeting Prepare meeting minutes to be approved by University Police Chief and distributed to members via email Job Requirements: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Candidates must be permanent competitive or 55 b/c employees of New York State to be eligible to apply for this position. Non-Competitive Minimum Qualifications (NY HELPS): There are no minimum education or experience requirements for this title. Permanent Appointment (Non-NY HELPS): One year of permanent competitive service as an Office Assistant 1 OR be reachable on the Office Assistant 1 eligible list OR have one year of permanent competitive or 55b/c service in a title eligible for transfer under Section 70.1 of the law. 70.1 Transfer or Reinstatement: One year of permanent competitive or 55b/c service as an Office Assistant 1 OR have one year of permanent competitive or 55b/c service in a title within two salary grades of the target title that is eligible for transfer under Section 70.1 of Civil Service Law. Reassignment: Permanent competitive or 55b/c service as an Office Assistant 1. Provisional Appointment: Eligible for provisional appointment under NYS Civil Service guidelines. Conditions of Employment: This will be a permanent or provisional appointment. Candidates should be aware that a preferred list, transfer list, placement roster and/or reemployment roster of laid off State employees may be certified against this vacancy by the Department of Civil Service.
