Senior Proposal Manager - Military Veterans

Torch is seeking a highly experienced and results driven Senior Proposal Manager with at least 15 years' experience in managing complex, multi-disciplinary proposals for government contracting environments. A proven track record in planning, generating, and delivering compliant proposals within a complex business environment is essential. This individual will be responsible for leading the proposal development process from inception through submission, ensuring compliance with all client requirements, and producing high-quality, compelling proposals that meet the strategic goals of the organization. The ideal candidate will have extensive experience in managing diverse proposal teams, integrating input from various subject matter experts (SMEs), and delivering proposals that win and have a strong work ethic, excellent time management and prioritization skills, and the ability to work efficiently under conditions of multiple deadlines and changing priorities.

KEY RESPONSIBILITIES
• Lead and manage the end-to-end proposal process for government contracts, including RFP analysis, proposal strategy development, proposal writing, and post-submission debriefs.
• Develop and maintain proposal management-related artifacts for each opportunity, including kickoff materials, master outline, compliance matrix, schedule, writing instructions, daily stand-up agenda, proposal team contact list, action items, and color team review briefings.
• Coordinate proposal development activities, including scheduling meetings, tracking action items, and managing timelines.
• Conduct research to support proposal development, including gathering information on the customer, the competition, and the industry.
• Review RFPs and develop compliance matrices to ensure that proposals meet all requirements
• Assist with writing and editing proposal content, including executive summaries, technical responses, and pricing sections.
• Review and analyze proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes.
• Provide feedback and guidance to proposal writers to improve proposal quality and ensure compliance with RFP requirements.
• Identify client priorities and develop win themes.
• Ensure proposal compliance, checking all sections for compliance regularly throughout the proposal cycle and before delivery.

Job Requirements

• Bachelor's degree in business, journalism, or related field; advanced degree a plus
• Minimum of 15 years of demonstrated experience managing government proposals.
• US Citizen and an active Security Clearance or the ability to obtain one.
• Proven track record of successfully managing and leading complex, multi-million-dollar proposals from start to finish, with a strong understanding of the entire proposal lifecycle.
• Shipley Proposal Management, Association for Proposal Management Professionals (APMP), or equivalent training or certification.
• Proficiency in Microsoft Office Suite, Adobe Acrobat Professional, Microsoft SharePoint.
• Experience with FEDSIM acquisition, including orals development and coordination preferred.
• Experience managing large, complex, and highly technical proposals with many stakeholders, and multiple interrelated plans dealing with technical, management, staffing, pricing, quality, and past performance.
